<br />Summary <br />HISTORY OF THE REVIEW PROCESS <br /> <br />The Southfield Mine is an existing underground coal mine which is owned and <br />operated by Energy Fuels Coal, Incorporated (EFCI). A permit to operate the <br />mine was originally issued to Dorchester Coal Company under the name of the <br />Dorchester No. 1 Mine on July 30, 1984. EFCI bought the operation in <br />March, 1985 and changed the name of the mine to Southfield. The transfer of <br />permit was approved by the Division on March 22, 1985. <br />The Division notified the permittee of the need to renew its permit on <br />October 3, 1988, pursuant to Rule 2.08.5. The permit renewal application was <br />received on January 30, 1989. This was within the 180 days time period for <br />renewal applications, pursuant to Rule 2.08.5(2). Following a review of the <br />application by the Division and responses to adequacy concerns by the <br />permittee, the Division published a proposed decision to renew the permit with <br />stipulations, on November 28, 1989. The renewed permit was issued on <br />January 5, 1990. <br />An application for a permit revision was received on April 12, 1990. The <br />revision proposed an addition of 1,235 acres to the permit area. Other <br />changes to the operation and reclamation plans were included in the revision. <br />The entire permit application package was revised with this permit revision <br />application in an effort to clarify and better organize the permit package. <br />After receipt of revised material, the permit revision application was deemed <br />complete on May 4, 1990. The Division informed the permittee of adequacy <br />concerns on June 27, 1990. These concerns were addressed by the permittee in <br />responses on September 21 and October 12, 1990. During this period, the <br />permittee requested an extension of the 180 day review period, due to the <br />number of issues which needed to be reviewed. After all adequacy issues had <br />been resolved, the Division proposed to approve the permit revision with <br />stipulations on the date of publication of this Findings Document. <br />Division review of this permit revision included the original permit <br />application package, the revised package, the mid-term review and monitoring <br />and inspection records from the original permit term.
