ll haul roads previously existing were reclaimed in 1983 when the site~was <br />placed in temporary cessation. As part of the Permit Revision No. 1 <br />application, Peabody is proposing to construct approximately 0.21 miles on <br />lands previously disturbed by mining and reclamation activities and 0.04 miles <br />outside of the previously disturbed area. <br />An equipment access road (720 feet long by 30 feet wide) will be constructed <br />from Mine Area No. 1 to the new mine facility area and continue southeast to <br />the county road. Construction of this road will be done in accordance with <br />the criteria for haul roads. <br />A11 other roads at the Nucla Mine are light-use roads. These roads are used <br />on an intermittent basis for monitoring and periodic maintenance of monitoring <br />facilities and reclamation areas, for intermittent equipment passage from one <br />mine area to another mine area or for other occasional uses. All of these <br />roads are existing and combined total approximately 4850 feet in length. <br />These roads are about 30 feet wide. <br />All of the haul, access and light-use roads have been or will be constructed <br />in compliance with the requirements of the promulgated regulations except as <br />addressed in Section V - Surface Water Hydrology of this document pertaining <br />to ditches and culverts. <br />During past mining operations, Peabody mined through two Montrose County <br />roads. To facilitate and maintain access in the area, Peabody relocated <br />County Road 124(A-A) in 1978. Due to this road relocation, Peabody had <br />approval to mine through both County Roads 124(A-A) and 2650. Both of these <br />roads were reconstructed in 1984. No further mining through public access <br />roads is proposed by Peabody. <br />The operation is in compliance with the requirements of this section. <br />XXI. Bonding - Rule 2.05.3(2)lb) and 3.0 <br />Information pertaining to performance bonding and reclamation cost estimates <br />for the Nucla Mine are presented in Volume 10, Tab 13. <br />A review of the Division's bond file for the Nucla Mine, and additional <br />bonding history information submitted by Peabody, indicates that three <br />corporate surety bonds are currently in effect for operations conducted prior <br />to and during the first five-year permit term: <br />Bond No. 400FC2871 - E 20,000.00 <br />Bond No. 9264087 - E200,000.00 <br />Bond No. 9264320 - 5682,072.00 <br />Total - ~07~Q0 <br />Bond numbers 400FC2871 and 9264087 apply to previously mined tracts of land <br />disturbed prior to issuance of the first permanent regulatory program <br />five-year permit (C-81-008). Bond No. 9264320 applies to the worst case <br />disturbance occurring during the first five-year permit term, exclusive of the <br />areas covered by bond numbers 400FC2871 and 9264087.
