XVI. Explosives -Rules 2.05.3(6) and 4.08 <br />Information regarding explosives and the blasting plan is presented in Volume <br />9, Tab 12. <br />Peabody has submitted a blasting plan detailing the types and approximate <br />amounts of explosives to be used, control of maximum peak particle velocity, <br />the blasting warning and site access control procedure, and the unavoidable <br />hazardous conditions for which deviations for the blasting schedule will be <br />needed. Peabody has also submitted a plan for recording the required <br />information for each blast. A copy of the blasting schedule is published <br />annually in the San Miguel Basin Forum. <br />Peabody has a current permit from the Colorado Division of Mines to store and <br />use explosives at the Nucla Mine. <br />The operation is in compliance with the requirements of this section. <br />XYII. Backfillino and Grading - Rules 2.05.3(61. 2.05.3(4). 2.05.4(2 <br />Information pertaining to backfilling and grading operations at the Nucla Mine <br />is presented in Volume 9, Tab 12. Exhibits 12-1 and 13-3 (Volume 10, Tab 13) <br />show the current and proposed post-mine configuration of the pit areas. <br />Exhibit 12-5 also depicts proposed post-mining contours; exhibits 12-6 and <br />12-8 show typical cross sections of the fill in the mined pits. <br />Surface coal mining operations at the Nucla Mine will be conducted in five <br />separate areas as shown on Exhibit 12-1 and addressed in Section XV - <br />Operations Description. All excavation and backfill operations will be <br />performed concurrently with scrapers or dozers. No dragline spoil piles will <br />be created and contemporaneous reclamation will occur as an integral part of <br />the mining process. Initially, some overburden material will be temporarily <br />stockpiled outside of the mined pits onto previously mined land but will <br />subsequently be hauled back to the mined area or graded to achieve the final <br />land form. Approximately three months will be needed to complete backfilling <br />operations in each of the areas mined. <br />During overburden removal operations, some selective handling of material will <br />be performed in each of the mining areas based on the results of the <br />overburden physical and chemical analyses contained in Tab 6 (Volume 2) and <br />Tab 13 (Volume 10) of the permit application. The overburden in each mining <br />unit has ben classified according to geochemical and lithologic <br />characteristics. A discussion regarding placement of this material is <br />included in Section IV - Geology of this document. <br />Previous mining operations at the Nucla Mine were conducted by using draglines <br />to excavate overburden material. The swell factor for dragline excavation was <br />determined to be approximately 25 percent. With the implementation of the <br />revised mine plan which involves the exclusive use of scrapers and dozers to <br />excavate and backfill overburden material, Peabody has determined an estimated <br />percent swell of 15 percent, based on previous experience and a site visit. <br />_P7_ <br />
