base of the box conduit was removed. The base of the structure might be permitted to remain
[Rule 4.05.4(4)], but permit documentation does not appear to clearly indicate such.
Item I 1 Please identify the base of the box conduit in North Thompson Creek through the
Portal 1 area as a permanent feature.
Part 5. Other permanent features31 of the Reclamation Plan include the Stoney Ridge fan shaft
road and fan shaft site 38, permanent diversion ditches39, loadout haul road (including topsoil
stockpiles I & II, Drawing D-2-3)43, dirt track road44, loadout parking area and associated berm45
Rule 2.05.5(2)(a) Land use of the permit area in the vicinity of Portals 1 and 3 was indicated as
mining (Drawing D-3-2), and the statement is made on page 3-4 of the PAP that "More
important, the various land and cattle companies which have historic grazing right in the valley
have no intention of grazing cattle on the mine site, as plentiful grazing land with much higher
potential is readily available throughout the two county area." However, the land use of the
North Thompson Creek Mines site is unimproved rangeland 46, and current inspections of the site
report cattle grazing on the site.
Item 12 Please modify that part of page 3-4 to clarify the approved postmining land use.
Rule 2.05.5(2)(c)
Part 1. The postmining land use of the North Thompson Creek mines site is unimproved range
except for that part identified as developed water resources (PAP page 4-95). The postmining
land use for the water treatment system is "developed water resources" (PAP page 4-95). A map
has not been found in compliance with this rule for this postmining land use of the mine site.
Item 13 Please include a postmining land use map of the mine site in the PAP that indicates
all postmining land uses. Please include on the map the acreages of each postmining land
use designation. The boundary(s) of the developed water resource area should enclose all
features of the developed water resource.
Part 2. A search of the files at the Division has not produced a copy of Map 3-3A Post Mining
Land Use—Loadout.
Item 14 Please provide two copies of Map 3-3A to the Division.
Rule 2.06.2(10)The permit included no experimental practices (Rule 2.06.2). Thus the permit is,
by exception, in compliance with this Rule.
Rule 2.06.3(4) The permit included no mountaintop removal mining (Rule 2.06.3). Thus the
permit is, by exception, in compliance with this Rule.
Rule 2.06,5(2) The permit included no variances to approximate original contour restoration for
steep slope mining. Thus the permit is, by exception, in compliance with this Rule.
North Thompson Creek Mines -8- 6 Feb 2001
