Rule 2.06.7(5) See also Rule 4.13. The permit included no variances for delay in
contemporaneous reclamation requirements within the scope of this rule. Thus the permit
requires, by exception, no review of such variances in compliance with this Rule.
Rule 2.08.3 The permit of this review was issued effective August 15, 1998 and expires August
15, 2003. This Midterm Review is due by February 11, 2001.
Rule 3.02.2(4) See Section VI of this Review.
Rule 4.05.2(3) A number of exemptions from the requirement for runoff from disturbed areas to
pass through a sedimentation pond, a series of ponds, or a treatment facility before leaving the
permit area are found in the PAP (small area exemptions). A review of the permit documentation
was made to determine if demonstrations for the exemptions are on file. Small area exemptions
were granted, and demonstrations located in the permit documentation, are summarized in the
following table.
Small Area Exemption Demonstration
Identification References Documented? The survey
shows that the disturbed areas at the mine site have been vegetated and stabilized47. In addition,
runoff from the reclaimed areas did not contribute additional suspended solids above natural
conditions, and sedimentation control at the North Thompson Creek Mine sites was no longer
required 48. However, the Portal 1 area, south of North Thompson Creek, was redisturbed during
modification of the mine water treatment system. The area was regraded to approved final
contours and reseeded. As such, it is still considered as an active small area exemption. Sediment
control procedures are described in the PAP as referenced in the foregoing table.
North Thompson Creek Mines -9- 6 Feb 2001
