Part 2. The haul road (loadout site) and truck dump site are permanent features'$ of the <br /> reclamation plan. In addition, appendent features of the haul road are described as permanent in <br /> other sections of permit documentation. <br /> Item 9 Please expand the haul road definition on page 4-iv to consolidate a list of(perhaps <br /> in parentheses) those approved appendant features such as berms, topsoil piles, fencing, <br /> guardrails, and other permanent features incident to, and within the right of way, of the <br /> haul road. <br /> Part 3. There are a number of features associated with the "developed water resources" land use <br /> area that are alluded to as features that will be left in place for"many years"34, long periods of <br /> time37,or "will not be removed'35. For example, the bridge33 across North Thompson Creek will <br /> be left in place to provide long term access to the portal area". "The treatment pond areas <br /> including the long pond and the access road will not be reclaimed for many yearsi34. "The two <br /> (2) treatment ponds that were installed to handle drainage that occurred in 1988 from the No. 1 <br /> North Thompson Mine portals are proposed for perpetual treatment and as such will not be <br /> removed. ,35 However, other features of the water treatment system have not been identified. <br /> Some examples are wells M-8 and M-9, elements of the mine drainage collection system at <br /> Portal 3 (and the system for the previous outfall 007), and the transmission line from Portal 3 to <br /> the long pond. Other examples are the access culvert, mine drainage collection system, mine <br /> drainage transmission lines, alternate support beam from Portal 1 to the long pond, and the <br /> discharge line from Pond 2. Another feature is the remnant electric service to the pump at Pond 2 <br /> and the power drop north of Portal 1. There has been no reclamation cost estimate associated <br /> with such items for some period of time. For example, with the approval of TR-13 the roads, the <br /> bridge, the long pond, and the treatment ponds will remain in place as were all above-ground <br /> structures not required for operation or maintenance of the water treatment system and elements <br /> of the water treatment system associated with MSHA approved portal closures. The Findings of <br /> RN-03 included that development, exploration drill or bore holes, wells, or other exposed <br /> underground openings were to be managed "in a manner other than by sealing and plugging" <br /> [see Rule 4.07.1(1)]. To be consistent with this practice, all structural elements of the "developed <br /> water resource" land use area that will remain as permanent features need to be designated. <br /> Operational areas41 such as the disposal Site40'41 need to be included. Such designation should <br /> reference current drawings of the water treatment system, etc. Should you choose not to <br /> designate such items as permanent, these features will need to be listed in the reclamation cost <br /> estimate, and will need to be reclaimed before final bond release can occur. <br /> Item 10 Please consider designation of all structural elements of the "developed water <br /> resource" land use area as permanent features. <br /> Part 4. Although the statement is made in the PAP42 that "Mining operations will not involve the <br /> diversion of any stream channels.", the concrete conduit that contained the North Thompson <br /> Creek is introduced on page 4-17 of the PAP (refers to Drawings D-3-4 and D-3-5). This <br /> structure was to be removed. Removal of the structure was reported in the proposed decision for <br /> bond release of March 9, 1988 ["All buildings, structures and facilities at the mine site and <br /> loadout have been dismantled and removed." (page 3), and "The main channel through the No. 1 <br /> mine site has been reestablished with a filter fabric underliner and rip rap." (page 4)].
