These numbers appear in SL-02. The SL-02 submittal was for a Phase II bond release, and in so far as these areas are concerned, the
request was denied. These numbers were not identified in SL-01, being addressed as "all areas". The figure 15.5 (total reclaimed)
appears in the application for RN-03. No other documentation was found to collaborate this figure.
12 The post-mining land use of the water treatment system is developed water resources (PAP page 4-95). The area disturbed for
control and treat mine seepage is listed as 2.9 acres on page 4-73 of the PAP. In addition to these numbers 0.13 acre was added for
disposal of pond cleanings (PAP page 4-66k). Although the post mining land use has been established as a developed water resource,
permit documentation still carries reclamation of the features as a requirement of the reclamation plan. The total acreage of the
permanent developed water resource area needs to be established, including those features of the access road from County Road 108,
the Portal 1 drainage collection system, the access bridge, the transmission pipelines, the pipeline from Portal 3 to the Long Pond, the
drainage collection system and monitoring wells at Portal 3, the Long Pond, Pond 1, Pond 2, and outfall piping (including the
approved perpetual discharge at the No. 3 Mine (Outfall 007). A map inscribing the areas of these features is requested.
13 PAP page 2 of a Snowmass letter of April 4, 1983, Re: Technical Revision, Stony ridge Fan Relocation, Permit No. C-025-81
(Technical Revisions Tab) with addition to Map D,-2-1, Figure 1.
14 No figure was found for the acreage of the river terrace (only 1.5 acre of hayland or pasture land is cited in permit documentation).
15 See footnotes 8, 9 and 10. These numbers need to be validated. The "developed water resource area" needs to be identified.
16 Two flumes were installed on Middle Thompson Creek, and two on North Thompson Creek (PAP page 3-84). They were removed
in 1986 (PAP page 3-86, TR-08). No assignment of disturbed acreage was found during this review.
n"All buildings, structures, and facilities at the mine site and loadout have been dismantled and removed." (SL-01) 65.1 acres
backfilled, graded, topsoiled and seeded. 15.5 acres 100%bond release.
18 RN-03 Proposed Decision, Nov 23, 1998
