1983, Re: Technical Revision, Stony Ridge Fan Relocation, Permit No. C-025-81). The fan structures were moved from the Stony <br /> Ridge location to immediately south of Portal 1 (New Fan Shaft Site, 0.4 acres of disturbance). The fan portal (Stony Ridge) was to be <br /> backfilled, and the fan shaft site (1 acre) was to be regraded to approximate original contour, topsoil spread, and seeded. A seed mix to <br /> be used on the road to the ventilation fan is referenced on page 4-64 of the PAP. SL-01 documents that the "mine site" was backfilled <br /> and graded. The SL-02 findings recognized that there was no bond liability identified for the fan shaft road but that it was a disturbed <br /> area (no acreage identified). The fan shaft area (reclaimed) and the fan shaft road are permanent features in their present condition <br /> (PAP, page 4-v, 4-48, 4-98d). Acreage of the fan shaft area and fan shaft road should be reclassified as permanent features. <br /> 4 This number appears in SL-02 and RN-03. The SL-.02 application cited approximately 41 acres at the mine site and approximately 33 <br /> acres for which the bond reduction was requested. <br /> 5 Much of the haul road was an upgraded farm road (PAP page 4-137). A Snowmass letter of July 15, 1981 states that there is an <br /> additional 11 acres of disturbance associated with the 2.5 mile of new construction and upgrade of the existing farm road. A footnote <br /> on the RN-01 Application (2/12/88) states that the paved haul road and truck dump are no longer considered disturbed area. The area . <br /> of the truck turn-around paved area is 0.9 acre (PAP page 4-137, Snowmass letter of July 15, 1981 Re Minor revision, Unit Train <br /> Loadout Site, Permit #C-025-81), and the haul road "took out less than 2 acres", same letter. The total area disrupted at the truck dump <br /> site is cited as less than 3 acres on page 4-140 of the PAP. The haul road and dump truck pad are permanent features and will not be <br /> reclaimed (PAP, pages 4-iv, 4-85, 4-86, 4-100) JR 11). Approximately two acres (SL-01) disturbed by a part of the loadout haul road <br /> and the truck dump area were granted a "100% bond release" (actually a bond reduction) (SL-02). Although no longer classified as a <br /> disturbed area [Rule 1.04(36)], the Division has not relinquished jurisdiction of the 2 acre portion of the haul road and truck dump site <br /> (this area has not been removed from the permit). Removal and reclamation of Topsoil Piles I and II prior to release of bond (no area <br /> dimensions given) was required by Division letter of August 2, 1991 (TR-11). Subsequently, however, the topsoil stockpiles reverted <br /> to the property owner (PAP page 4-85). SL-02 documentation does not list reclamation of the topsoil piles as a remaining requirement <br /> for full bond release. <br /> 6 0.5 acre of steep slope pinyon-juniper/rubber rabbitbrush (PAP, page 4-64) (0.4 acres cited in a Snowmass letter of July 15, 1981, Re <br /> Minor Revision, Unit Train Loadout Site, Permit #C-025-81). Sediment control was no longer needed for the loadout (PAP, page 4-v). <br /> 7 The number of acres of disturbance should be raised to include the river terrace area. The dirt trail (once the conveyor trace) across <br /> the pasture land is a permanent feature and will not be reclaimed (PAP, pages 4-iv, 4-85). 1.5 acre of pasture land is stated on pages 4- <br /> 64 and 4-90 of the PAP. 1 acre is cited on page 4-139 of the PAP as disturbed acreage. The conveyor and footers were demolished <br /> (PAP, page 4-v) and Division Inspection Report of May 17, 2000. From recent inspections, sedimentation sumps and other features of <br /> the conveyor right of way were removed. <br /> 8 Acreage disturbed for the drain line from Portal 3 to the long pond has not been identified. <br /> 9 PAP page 4-74 <br /> 10 2.9 acres (PAP page 4-73) +0.13 acre (PAP page 4-66k) <br />
