Revisions Approved Since RN-02 Approval (July. 1993)
Seven technical revisions(TR's),eleven minor revisions (MR's),and one Succession of Operator's (SO) have
been approved since approval of RN-02. The various revisions are briefly described below:
TR-16 proposed approval was issued January 4, 1994. The revision allowed for a reduced cover depth on
approved coal processing waste disposal areas, and addressed details regarding reclamation sequence, soil
handling, and vegetation monitoring on final reclaimed areas.
TR-17 proposed approval was issued April 19, 1994. The revision established two borrow areas for refuse
cover material (CBA#1 and CBA#2), and sllowed for the initial phase construction of Sediment Pond #1 1.
Prior to activation of CRDA No. 3,enlargement of Pond 1 I will be required. Construction of Uppper Coal
Canyon permanent channel diversion will also be required in association with CRDA No. 3 construction.
TR-18 proposed approval was issued October 13, 1994. The revision allowed for reactivation of CRDA No.
1, which had been suspended due to potential stability concerns. Reactivation was approved based on
completion of a thorough stability analysis, and commitment to intensively monitor water levels within the pile.
TR-19 proposed approval was issued January 30, 1995. The revision allowed for excavation of a connecting
channel between Sediment Ponds 1 and 2, and replacement of Pond 7 and 8 CMP spillways with riprapped
open channel emergency spillways.
TR-20 proposed approval was issued December 28, 1995. The revision addressed increase in coal production
and underground mining sequence changes associated with reactivation of mining in the Roadside North
Portals. Modifications to hydrology and subsidence monitoring requirements within the North Portals affected
area were included in the revision.
TR-21 proposed approval decision was issued with one stipulation on March 6, 1995. The revision allowed
for expansion and modification of the coal handling area at the Roadside North Portal. Stipulation No. 14,
attached to the approval, required submittal of a required air emission permit prior to implementation. An
"Initial Approval" construction permit from the Air Pollution Control Division dated June 27, 1995, was
subsequently submitted to the Division,as required by the stipulation.
TR-22 proposed approval decision was issued October 16, 1997. The revision allowed for construction of a
minewater treatment pond(Pond 12),adjacent to existing Pond 5, at the North Portal facility area. The pond
was proposed to provide for surface treatment of minewater from the North Portal, discharged through CDPS
Point 004. Suspended solids discharge limits had been exceeded at the location on several occasions. The
revision included associated modifications to adjacent Pond 5, to accomodate Pond 12 construction.
MR-18 proposed approval decision was issued July 23, 1993. The revision updated certain information
regarding surface and subsurface ownership within and adjacent to the permit area.
MR-19 proposed approval decision was issued November 26, 1993. The revision updated ownership and
control information to reflect changes in the corporate management structure between Powderhom Coal
Company and Peabody Holding Company.
MR-20 proposed approval decision was issued May 16, 1994. The revision addressed the name change for
the mine, from "Roadside and Cameo Mines" to "Roadside North and South Portals".
7
