Without the addition of <br />adequate protections to mitigate the socioeconomic impacts <br />of the proposed mine, the mine will have serious adverse <br />effects ort the welfare of Rio Blanco County. These <br />concerns and comments are filed pursuant to Section 2.07.3 <br />(3)(c) cf tLe Reyulations of the Colorado Mined Land <br />Reclamation Board for Coal t~lininy ("Reyulations"). They <br />also form the basis of the county commissioners' Petition <br />fur Uesigrratiun of Unsuitability wlriclr tras been filed <br />today with the Mined Land Reclamation Board. <br />The county comr;~issioners Hereby request an Informal <br />Conference pursuant tc 2.U7.3(6)(a) of the Reyulations, to <br />address the socioeconomic impacts of the proposeu mine and <br />the need for adequate mitigating measures. We do nut <br />insist that the conference be conducted in the locality of <br />the proposed mining operations and will be happy to meet <br />at the Division's offices in Denver. <br />I. <br />Pursuant to CItS 34-33-110, ~7estern Fuels-Utah, Inc. <br />("VJestarn Fuels") has submitted to the Division an appli- <br />catiurr for a permit to perform surface coal mining and <br />reclamation operations. The proposed operations, to be <br />known as the Deserado [line, are to be located entirely <br />wittrirr Riu Blanco County, and, unless mitigating measures <br />are adopted, will have substantial adverse impacts on the <br />social acrd ecorroniic well-being of the county. <br />
