The <br />interests of efficiency, economy and adherence to an <br />orderly process of review of mineral resource applications <br />would be best served if tl(e Division withheld its decision <br />until ttLe county commissioners have been able to act. A <br />deferral by the Division would ensure that, when it did <br />address the Western E'uels' application, that application <br />would be complete in all respects, including consistency <br />and compliance with local land use controls.
