An important feature of that plan is <br />that mineral resource developments must receive the <br />approval of t})e County Planning Commission. As part of <br />tl,e cour)ty approval process, the applicant for the pro- <br />posed development must undertake an analysis of the <br />project's irz~pact on community services and the enviror)- <br />ment. <br />Pursuant to these requirements, i9estern Fuels has <br />applied to the Rio Alanco County Commissioners for a <br />special use permit for the proposed mine,*/ and has com- <br />menced, but not yet completed, an environmental analysis. <br />The county commissioners are currently reviewing the <br />4res'terl) P'uels application. <br />Rio 131anco County's concern with the project <br />focuses on the adverse socioeconomic impacts of the pro- <br />posed mine. Unless those impacts are adequately addressed <br />through mitigating measures incorporated in Llestern Fuels' <br />plans for the mine, the prolosed mine will be inconsistent <br />with the policies and programs of the Rio Blanco County <br />roaster plan. The county commissioners' grant of a special <br />use permit for the mine will depend upon the adoption of <br />such r~litiyatiny measures. Failure to adopt such measures <br />may result in the denial of the permit. <br />The interests of efficiency, economy and an orderly <br />process for review of mineral resource applications sup- <br />port a deTerral by the Division of its decision until the <br />*/ The need for a special use permit fran the county was <br />acknowledged by LJestern Fuels in its application to the <br />Division, at 11.J-7. <br />
