<br />B. Access Roads <br /> <br />Access roads are diecuesed on pages 2.05-19 to 2.05-24 (a) of Vol. I <br />and pages 2.05-7 to 2.05-14 of Vol. VIII of the permit application. <br />1. The landowner has requested the retention of the first 6300 ' <br />feet of the access road depicted on Map No. 26, which currently <br />assesses the Fieh Creek Borehole facility. It's retention is <br />compatible with the approved poet mining land use of <br />pastureland. Therefore the Division proposes to approve <br />retention of the first 6300 feet from County Road No. 27 of <br />this access road (4 .03.2(1)(f)). <br />C. Light-Use Roads <br />Light use roads are diecuesed on pages 2.05-19 to 2.05-24 (a) of <br />Vol. I and pages 2.05-7 to 2.05-14 of Vol. VIII of the permit <br />application. <br />The light use road to the powerline substaticn will be retained as <br />permanent. The light use road to the borehole meter will be <br />reclaimed following completion of the work associated with this <br />feature. One light use road exists at the Fish Creek Tipple <br />facility, which will be reclaimed. <br />II. Suooort Facilities - Aule 4.04 <br />Support facility discussion begins on page 2.05-11, Vol. i and is also <br />discussed under section 2.05.3(3) of Vol. VIII. Maps 15, Vol X and <br />Maps 24 and 26 of Vol. VI. <br />III. Hvdroloaic Balance - Rule 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />1. The Division proposes to grant small area exemptions from use <br />of sediment ponds due to the limited size of the areas and due <br />to the fact t hat ponds and treatment facilities are not <br />necessary for the drainage to meet the effluent limitations of <br />Rule 4.05.2 and applicable State and Federal water quality <br />standards for receiving streams and also due to the fact that <br />no mixing of surface drainage with a discharge from underground <br />workings will occur.
