and Jefferson County. We are aware of the conditions set forth in the <br />resolution regarding traffic routing, the hours of restrictions and the <br />percentage of trucks using these highways and continue to maintain a <br />scheduling posture so that these conditions are recognized. Asphalt Paving <br />Co. has continued to employ those same persons as in the past who recognize <br />the importance of the truck routing requirements, specifically the truck <br />foreman, the scale weigher, and the quarry superintendent. With the <br />improvements to Highway 93, especially in close proximity to our quarry, <br />the increased traffic load as well as the high speed traffic has <br />accommodated our trucking very well. Asphalt Paving Co. continues to <br />monitor our trucking activity as it relates to Highway 93 very closely. We <br />have benefited from these improvements and continue to take advantage of <br />them in maintaining a controlled, safe operation. <br />Mining: As previously addressed in the 1985 report, Asphalt Paving Co. has <br />been granted permission for an asphalt plant at some future <br />date, to be located within the boundary provisions of Ralston Quarry. <br />There have been no circumstances to date which would warrant an immediate <br />move of an asphalt plant to this location. We continue to operate at the <br />Clear Creek site and will do so until the situation changes. <br />The actual quarry operation is still being conducted in accordance with the <br />recommendations of THK Associates. The 20' berm on the east has been <br />reseeded and improved. The original purpose of the berm remains the <br />same, to screen the quarry operations from high visibility from populated <br />areas. Shale material was hauled as an extension of the 20' berm area in <br />1986. This screening berm progression will be topsoiled and seeded. <br />The floor of the quarry continues to be graded and maintained at all times <br />so that runoff drainage is directed toward the southwest corner of the site <br />where a detention pond gathers all runoff. The three previously <br />constructed detention storage ponds are in daily use for recycling dust <br />suppression water and collection of fine particle settlement. The ponds <br />are at an average depth greater than the 4' specified and are provided with <br />proper outlets. These ponds are cleaned during the winter and contents <br />incorporated into the topsoil and used for seeding purposes. <br />The mining will continue as per the stages originally submitted and is in <br />compliance with the THK Associates and Asphalt Paving Co. application to <br />the Jefferson County Board of Adjustments concerning its mining operations <br />over the life of the mine. <br />Asphalt Paving Co. continues to make improvements and to upgrade the system <br />We are committed to providing a quality operation and a safe work place. <br />Reclamation continues to be accomplished as per the recommendations of THK <br />Associates and will continue per the stages included and submitted with <br />that plan. The crested wheat grasses, along with blue gamma and rye <br />grasses, are rolled and compacted into the soil after seeding to insure <br />limited wind loss. On-site reclamation is being expanded in an <br />• ever-widening semicircle as mining is completed. Reclamation signs have <br />been installed to alert all incoming visitors that reclamation is an <br />important part of our activity. <br />
