Hours of Operation: The hours of operation, 6:00 a.m. to 6:00 p.m., Monday <br />through Saturday, with only repair work permitted on Sunday, continues to <br />be the rule of our operations. No complete crusher system has been <br />operated prior to 6:00 a.m. or after 6:00 p.m. All crushers, screening <br />plants and conveyors are of the portable type. All efforts have been made <br />by in-house maintenance personnel to equip our equipment with the latest <br />noise reducing suppressent equipment. <br />All air track drills and compressors are of the recent model and <br />incorporate the manufacturers' latest technology. The air track drills and <br />compressor combinations have operated between the hours of 6:00 a.m. and <br />6:00 p.m., Monday through Saturday. It has not been necessary to blast <br />prior to 8:00 a.m. nor after 5:00 p.m. as a result of any emergency <br />condition. Asphalt Paving Co. continues to recognize its obligation to <br />notify the Board of Adjustment or its agents if these time restrictions are <br />exceeded, as a result of an emergency or unforeseen difficulties. Asphalt <br />Paving Co. has not double-shifted any of its crushing operations during the <br />past year and has not found it necessary to give 20 days notice to the <br />Jefferson County Zoning Administration, the Jefferson County School <br />District R-1 or the City of Golden. Economic conditions at the present <br />time indicate that this might change sometime next year. <br />Blasting: Test monitoring stations are established and are operated on a <br />portable basis to insure the structural integrity of the improvements <br />adjacent to the quarry site. As per the analyzation of VME and its report <br />documentation, ground motion and noise have not exceeded the 2" per second <br />allowed. Noise level measurements conducted by MSHA have not exceeded <br />those levels established by the State of Colorado or the federal <br />regulations regarding noise pollution. MSHA inspections that have revealed <br />high noise levels have been corrected immediately and have been subject to <br />subsequent verifications and compliance with their standards. <br />Our blast vibration monitoring consultant has been and continues to be <br />Vibra-Tech Engineers Incorporated. A continuing and effective blast <br />vibration monitoring program is presently being carried out. The resulting <br />data has been analyzed by this independent service and the resulting <br />analysis data continues to be submitted directly to the Denver Water Board <br />by agreement between Asphalt Paving Co. and the Denver Water Board. <br />Asphalt Paving Co. continues to monitor noise levels within its own <br />operation with a Tracoustics SLM-SZA portable sound level meter operated <br />from those instances which are consistent to the operation. As a result, <br />Asphalt Paving Co. has not received a single noise complaint during this <br />past year. <br />To our knowledge, all noise and blasting measurements have not shown any <br />readings exceeding the safety limits required by the Colorado State or <br />federal law. <br />• Traffic Routing: The truck trips leaving the quarry site have been split <br />as equally as possible so as not to concentrate truck traffic of any nature <br />upon any location. The truck routing hours have been regulated through our <br />truck foreman on a daily basis. Our scale house personnel have been <br />instructed to assure themselves that this truck routing is followed.
