_29_ <br />XVIII. Roads - Rules 2.05.3(3) and 4.03 <br />The roads description is contained in Section 2.05 of the permit application. <br />Haulage road "A" runs from the intersection of County Road 93 and County Road <br />15 to the mine area and crosses County Road 92. The haul road profile is shown <br />on Map 18. The reclamation haul road runs from the Tipple Area to the Orphan <br />Pit. The map and profile are shown on Alap 18a. The design and construction <br />of the East Pit Haul Road are contained in Exhibit 1. However, the designs <br />were not certified by a professional engineer. Therefore, the following <br />stipulation is necessary: <br />13. THE HAUL ROAD AND ACCESS ROAD DESIGNS MUST BE CERTIFIED BY A PRO- <br />FESSIONAL ENGINEER [dITHIN 90 DAPS PERMIT ISSUANCE. THIS CERTIFI- <br />CATION MAY BE MADE BY FORSdARDING A CERTIFIED STATEMENT TO THE <br />DIVISION. <br />No description of the access road to Pond F was contained within t}~e permit <br />application. Therefore, the Division deems the following stipulation nec- <br />essary: <br />14. THREE MONTHS PRIOR TO CONSTRUCTION OF THE ACCESS ROAD TO POND F, <br />PLANS FOR THIS ACCESS ROAD CERTIFIED BY A REGISTERED PROFESSIONAL <br />ENGINEER MUST BE SUBMITTED TO THE DIVISION IN ACCORDANCE IJITH THE <br />REQUIREMENTS OF RULE 4.03.2. DIVISION APPROVAi. FOR CONSTRUCTION OF <br />THIS ACCESS ROAD MUST BE OBTAINED PRIOR TO ANY CONSTRUCTION OF THIS <br />STRUCTURE. <br />Drainage designs for roads are discussed under the surface water hydrology <br />section of this document. <br />XIX. Bonding - Rule 2.05.4(2)(b) and Rule 3 <br />The applicant has elected to file a cumulative bond schedule as Exhibit (Z 7/ of <br />the application. The initial and successive incremental areas for bondi g <br />have been delineated as phases I through V. The operator is now in phase II <br />of the proposed mining operation. The phase II incremental bond has been <br />calculated to be $550,249.00. Prior to submittal of this bond amount, the <br />applicant must confirm that all reclamation scheduled under nl,asa I has been <br />completed. Therefore, the following stipulation is necessary: <br />15. THE APPLICANT MUST CONFIRM THAT RECLAMATION DELINEATED IN PHASE I HAS <br />BEEN ACCOMPLISHED. THIS MUST INCLUDE ONE TRANSECT ACROSS THE POST- <br />MINING SURFACE DEFIONSTRATING THAT THE PROPOSED SURFACE TOPOGRAPHY <br />HAS BEEN ACCOMPLISHED• THIS CONFIRMATION MUST BE SUBMITTED TO THE <br />DIVISION PRIOR TO SUBMITTING T11E BOND. <br />If phase I reclamation is complete, the Division has determined thaC $550,294.00 <br />will be sufficient to cover reclamation costs for phase II of the proposed oper- <br />ation. <br />
