Special Categories of Mining - Rules 2.06, 4.23, 4.27 <br />Auger Mining <br />G.E.C. proposes to conduct angering operations at the exposed highwalls created <br />during the process of their contour stripping mine plan. The company proposes <br />to penetrate approximately 150 feet beyond the exposed coal seam highwall. The <br />configuration of the area to be mined is such that, as the operator observes: <br />"Access to these small amounts of remaining reserves would be difficult and <br />impractical by any other method of mining." <br />The applicant includes discussion of. appropriate techniques to avoid hazards <br />due to high wall spa.lling, entry into potentially hazardous existing under- <br />ground workings and appropriate machinery and construction hazards. In order <br />to avoid the potential of highwall collapse, the applicant proposes to utilize <br />a minimum 8" riff thickness between auger holes. Normal guidelines, as presented <br />in U. S. Bureau of Mines Open File Report 108-76, entitled "Technology of Auger <br />Mining" (October, 1975), suggest that a rib thickness equivalent to one-sixth <br />of the mined seam thickness should be retained heCween auger holes. Stra- <br />tigraphic data presented by C.E.C. within the permit application indicates <br />that seam No. 2 reaches a reported maximum thickness of 5 feet. In areas <br />where seam thickness exceeds 48", the proposed 8" rib may not be adequate. In <br />areas of seam thickness greater than 48", the applicant should maintain a rib <br />thickness equivalent to one-sixth that of the actual seam thickness. <br />
