Stipulation No. 3 <br />WITHIN 30 DAYS OF PERMIT ISSUANCE, THE PERMITTEE WILL SUBMIT A PLAN <br />ADDRESSING SEDIMENT CONTROL MEASURES FOR THE AREA EAST OF THE RAILROAD <br />TRACKS AT THE DELTA LOAD-OUT. THE PLAN MUST CONTAIN DESIGN DRAWINGS, <br />SPECIFICATIONS, AND CALCULATIONS SUFFICIENT TO DEMONSTRATE THAT ANY <br />DRAINAGE MEETS APPLICABLE EFFLUENT LIMITATIONS. <br />With the acceptance of the above stipulation, the proposed operation is in <br />compliance with the requirements of this section. <br />VI <br />Ground Water Hydrology information is contained in Sections 2.04.5(1) and <br />2.04.7 of Volume 1 and in Volume 8 of the permit application. Volume 8 <br />addresses all ground water concerns identified by the Division during the <br />review process. A compilation of hydrologic data collected from 1980 through <br />April, 1983 was submitted in May, 1983 ("Grand Mesa Coal Company Water <br />Monitoring") and has also been reviewed by the Division. Fora description of <br />the ground water hydrology of the mine area and a discussion of the impacts of <br />mining on ground water, please refer to the Regional Geology and Ground Water <br />Geology description and the Probable Hydrologic Consequences- Ground Water <br />portion of Section IX - Probable Hydrologic Consequences and Cumulative Impact <br />Assessment of this document. <br />The applicant originally proposed to conduct ground water monitoring as <br />presented in Table 10 Volume 8. The plan was essentially a continuation of <br />the comprehensive baseline data collection and analysis implemented in June, <br />1982. Based upon the additional year's worth of baseline data submitted in <br />May, 1983, the Division has refined the ground water monitoring plan as <br />outlined in the following stipulation. <br />Stipulation No. 4 <br />THE OPERATOR WILL CONDUCT GROUND WATER MONITORING AS OUTLINED BELOW: <br />DEEP ROCK AQUIFER MONITORING WELLS <br />a. MONTHLY MONITORING OF WATER LEVELS IN ALL DEEP ROCK AQUIFER WELLS. <br />b. ANNUAL MEASUREMENTS OF FIELD pH, ELECTRO-CONDUCTIVITY AND <br />TEMPERATURE IN JUNE OF EACH YEAR IN WELLS D-1, E-1 and F-1. <br />ALLUVIAL WELLS ALONG WARD CREEK AND WILLIAMS CREEK <br />a. MONTHLY MONITORING OF WATER LEVELS IN ALL ALLUVIAL WELLS. <br />b. ANNUAL MEASUREMENTS OF FIELD pH, ELECTRO-CONDUCTIVITY AND <br />TEMPERATURE IN JUNE OF EACH YEAR IN WELLS A-l, A-9 AND A-11. <br />_17_ <br />
