The applicant has provided a plan for the reconstruction of an ephemeral <br />stream channel (watershed less than 1 sq. mile) through the surface facilities <br />area following the cessation of mining activities (See Section 2.05.4(2)(c) of <br />the permit application as revised November 30, 1982). The plan contains some <br />design details. However, additional information will be required prior to <br />construction. The following stipulation is necessary. <br />Stipulation No.2 <br />WITHIN 90 DAYS OF PERMIT ISSUANCE, THE APPLICANT WILL SUBMIT A REVISED <br />STREAM CHANNEL RECONSTRUCTION PLAN TO THE DIVISION FOR REVIEW. IN <br />ADDITION TO THE INFORMATION PREVIOUSLY SUBMITTED, THE STREAM CHANNEL <br />RECONSTRUCTION PLAN SHALL IDENTIFY THE WIDTH OF THE NATURAL STREAM <br />CHANNEL DOWNSTREAM OF THE DISTURBANCE, THE MAXIMUM WIDTH OF THE <br />RECONSTRUCTED CHANNEL, THE DEPTH OF THE RECONSTRUCTED CHANNEL, AND THE <br />NATURE OF THE BED AND BANK MATERIAL TO BE USED FOR CHANNEL <br />RECONSTRUCTION. THE APPLICANT SHOULD PROVIDE CALCULATIONS FOR THE <br />DESIGN EVENT AND FOR FLOW VELOCITIES IN BOTH THE 5 FT. WIDE AND 10 FT. <br />WIDE CHANNEL SEGMENTS. THE APPLICANT WILL IDENTIFY STREAM SEGMENTS <br />WHERE RIPRAP OR OTHER EROSION PROTECTION WILL BE USED. A STREAM PROFILE <br />SHOULD BE SUBMITTED THROUGH THE ENTIRE LENGTH OF THE AREA PROPOSED FOR <br />RECONSTRUCTION SHOWING THE ORIGINAL SLOPE AND THE PROPOSED RECONSTRUCTED <br />SLOPE. <br />IF RIPRAP IS USED, THE PLAN WILL INCLUDE A DISCUSSION CONCERNING THE <br />SIZING, GRADATION, AND PLACEMENT OF RIPRAP. IN ADDITION, IT WILL <br />DISCUSS HOW THE DURABILITY OF THE MATERIAL USED FOR RIPRAP WILL BE <br />DETERMINED. <br />Sediment control at the 13.5 acre load-out area will consist of berms, <br />collection ditches and 2 total containment ponds designed to contain runoff <br />from the 100 year event. These structures will control runoff from a 9 acre <br />area west of the railroad tracks which will contain two coal stockpiles as <br />well as crushing, screening and rail loading areas. The stockpiles will have <br />a combined capacity of 80,000 tons. The Division of Water Resources has <br />indicated that the amount of stored runoff (less than .8 acre feet) would not <br />constitute material damage to the Gunnison drainage below the load-out. The <br />applicant has requested a small area exemption for a 4.8 acre area east of the <br />railroad tracks containing the office, truck scales and a small (200 ton) coal <br />storage area for local sales. Alternative sediment control measures have not <br />been addressed. A berm around the coal storage area combined with gravel <br />surfacing in traveled areas may be sufficient. A small area exemption may be <br />appropriate due to the low precipitation, small acreage, and nearly level <br />topography. Conveyance of drainage to the sediment pond would require <br />additional grading and ditching, which would be difficult due to the existing <br />structures in the area.
