2.4 Overview of Technical Revisions (TR) <br />One TR. TR-32, was processed subsequent to the 18 February 1998 findings for the third permit <br />renewal. This TR provided for the retention of Sedimentation Pond Number 2 and perimeter <br />diversion ditches as permanent features. <br />2.5 Overview of Minor Revisions (MR) <br />One MR, MR-36, was processed subsequent to the l8 February ] 998 findings for the third <br />permit renewal. This MR provided for an extension to a previous variance for contemporaneous <br />reclamation. <br />2.6 Overview of the Applicant Violator System <br />No updates of the Applicant Violator System (AVS) database have been made since the 18 <br />February 1998 findings for the third permit renewal. There are no violations against the Permit. <br />3. Review Findines <br />The format for this Petmit mid-term review is an evaluation of compliance with the Rules, in <br />sequence, beginning with Rule 2.03 Application, et al. <br />Rule 2.03.1 Objective <br />The Permit meets the objectives of the Rules. <br />Rule 2.03.2 Responsibilities <br />The applicant has fulfilled its responsibilities associated with this Permit. <br />Rule 2.03.3 Format and Supplemental Information <br />The Division has approved and accepted the format and supplemental information of the Permit <br />by due process. No deficiencies are outstanding as of the date of this review, and none were <br />found during this review. A number of suggestions aze made to make the Permit language more <br />current, and to consider a change in the reclamation seed mix. <br />Rule 2.03.4 Identification of Interests <br />The Permit is incompliance with this Rule as required by the Division at this time. The <br />applicant has submitted ownership and control information (Permit, page 2), but has not <br />identified owners and controllers above the first level of ownership. The Division has decided to <br />accept this level of information pending resolution of Federal rules changes. <br />7 September 1999 <br />
