Rule 2.04.10 Vegetation Information <br />Incompliance. A vegetation map is at Appendix L-3. Reference areas have been identified <br />(Permit, page 78). Adjacent areas are described (Permit, page 78). Plant communities are <br />described (Permit, page 84). There are no rare or endangered plant species at the site (Permit. <br />page 87). The land is moderately to well stabilized by a sandsage-prairie sandreed plant <br />association that is used primarily for grazing by horses or cattle in summer months. <br />Rule 2.04.11 Fish and Wildlife Resources Information <br />In compliance. As there are no water features, there is no fish information. Expected impacts is <br />limited to terrestrial fauna (Permit, pages 92 through99c). There is no impact to endangered and <br />threatened species (Permit, pages 95 and 96). Wildlife is limited to small rodents, primarily field <br />mice, and birds with an occasional spotting of raptors such as hawks or eagles. Deer and <br />pronghorn are rare as are most higher-order vertebrates. <br />Rule 2.04.12 Prime Farmland Investigation <br />Incompliance. There is no prime farmland at the site (Permit, page 100). <br />Rule 2.04.13 Annual Reclamation Report <br />In compliance. <br />Rule 2.04.13(1) Content <br />In compliance. The annual reclamation report is to be submitted by CEC at the end of February <br />(Permit, page 117). <br />Rule 2.05 Application -Operation and Reclamation Plans <br />Rule 2.05.1 Objectives <br />In compliance. The mine is not in production. thus there is no longer a production operation <br />plan. Activities are restricted to reclamation operations (including disposal of flyash from an off- <br />site source). There is a reclamation plan (Permit, pages 113 through 1 17). <br />Rule 2.05.2 Operation Plan -Life of Operations <br />In compliance. The mine is no longer in coal production. Operations are limited to the <br />implementation of the reclamation plan. No further extraction of coal is anticipated at the site. <br />The estimated mine life (reclamation'activities) is through 2010 [Sec 2.05.4(2), page 117, line <br />22). <br />13 7 September 1999 <br />
