Rule 2.04.7 Hydrology Description <br />Rule 2.04.7(1) Ground Water <br />Incompliance. Ground water moves laterally toward the northeast, and apparently discharges <br />into the sands and stream deposits in Ennis Draw. At the time the mine was originally permitted, <br />ground water in neither the coal nor overburden was known to provide a water supply for any <br />purpose in the vicinity of the mine. Since that time, ground water is being drawn for industrial <br />uses at the mine, and a number of other wells have been drilled in the vicinity of the mine. <br />However, due to the geologic and hydrologic conditions of the site, no adverse impact from the <br />mine is expected. (Permit, pages 48 through 50) Groundwater quality is presented on page 50 of <br />the Permit (TDS 1500 to 7000 mg/1). Appendix I-l, page 32 provides baseline TDS, <br />conductance, pH, iron, and manganese data. <br />Rule 2.04.7(2) Surface Water <br />Incompliance. Because of the low relief and deep, well-drained soils, there is virtually no <br />surface runoff No streams, springs or seeps exist in the area. All water flows subsurface <br />through aeolian deposits to Ennis Draw, a topographic Swale (ephemeral drainage) located along <br />the eastern boundary of the permit area. Ennis Draw appeazs to be a complex, braided, ancient <br />steam bed that has been covered by windblown sand. It discharges several miles to the north into <br />Box Elder Creek. No surface water quality information is available because of no premining <br />surface water features. <br />Rule 2.04.7(3) Alternative Supply <br />In compliance. Water augmentation is addressed on page 59 of the Permit. A water <br />augmentation plan is no longer required. <br />Rule 2.04.8 Climatological Information <br />The Permit is complete with regard to this item. The Keenesburg mine site is situated in an area <br />which has a continental type of climate, chazacterized by low relative humidity, a large amount <br />of sunshine, light rainfall, moderately high winds, and lazge daily range in temperature. The <br />average annual mean temperature is 48.4°F. The annual average precipitation ranges from 11.12 <br />to (6.32 inches. Fort Lupton, which has an average annual precipitation of 12.5 inches, provides <br />the best estimate of precipitation at the area (Findings, ] 992; Petmit, Sec 2.04.8, pages 65 <br />through 7l ). <br />Rule 2.04.9 Soils Resource Information <br />In compliance. See pages 72 through 77 of the Permit. Horizons are described. Soils analysis <br />information is presented in Appendix L-l, pages 41 through 46.
