-3- <br />IB. Status of Stipulations <br />Two stipulations were attached to the Division's Proposed Decision and <br />Findings of Compliance - February 4, 1982. These stipulations and the <br />operators responses to them are as follows: <br />Stipulation <br />1. National King Coal must monitor water levels and water quality in <br />the alluvial aquifer of Hay Gulch on a quarterly basis. The <br />existing monitoring well will be adequate for these purposes once <br />the following items are satisfied. <br />A) The top of the well must be sealed to prevent surface water <br />and other debris from entering the well casing; <br />B) Monitoring should only occur on Monday mornings after the <br />well has set idle for an entire weekend. National King Coal must <br />monitor for the following water quality parameters: <br />-pH -Magnesium <br />-Conductivity -Sulfate <br />Temperature -Iron <br />-Total Dissolved - Manganese <br />Solids <br />Calcium <br />C) The results of this water level and water quality monitoring <br />shall be submitted to the Division on a Quarterly Basis. <br />National King <br />well quarterly on Mo <br />submitted quarterly. <br />stipulation requires <br />water level readings <br />submitted along with <br />Stipulation <br />Coal has sealed the top of the well and is monitoring the <br />id ay mornings as required. Such demonstration shall <br />include an amended description of material sources and techniques <br />of material placement to be utilized. Volume calculations shall <br />be completed detailing the volume of fill required and the volume <br />of material to be obtained from each source, such as salvage of <br />existing benches, deposition of underground development waste and <br />roof fall, deposition of sediment from sediment ponds and the <br />disposal of demolished surface facility debris. This mass balance <br />explanation shall be submitted to the Division within 60 days <br />following the issuance of the approved permit. <br />
