EXHIBIT 'E" -RECLAMATION PLAN (Technical Revision 6-20-85 Page 6) <br />Further restoration, compaction and backfilling near the crest of the slope which <br />will reduce the differential settling and increase the stability of the backfilled material <br />shall be completed in the following manner: <br />1) A drainage ditch three ft. deep will be placed along the flat area at the top <br />(southern side) of the slope to prevent water from running directly off the <br />slope. <br />2) The crest of the hill will be backfilled with overburden material to bring <br />it up to the desired elevafion, to act as a filler and to prevent erosion. <br />3) The backfilled area will then be graded to a Z 1/Z:1 slope which will be <br />gentle enough to sustain vegetation and to prevent erosions <br />4) The backfilled area whtn will be compacted by a catapillar and sheepsfoot <br />compactor to insure that the backfilled material is compacted enough to <br />prevent erosion. This area will be left rough to conserve moisture and <br />prevent erosion. <br />The operator will reseed the topsoil stockpiles, head-cuts on erosion channels <br />and the crest of the hill with a gtack growing cover crop of yellow sweet clover <br />~~~ (1 /2 lb. /acre) and perennial rye grass (3 lbs. /acre). <br />~~5 The whole reclaimed area will be reseeded in the fall of 1985 to the seed mixture <br />61~- <br />found in the Reclamation Plan. The amuunt of fertilizer used and mulching is also <br />found in the permitted reclamation plan. The operator will also place adequate <br />organic material (cow manure) over the reclaimed area at two tons per acre. The <br />operator will also sprinkle irrigate the new grass seedlings from the water well <br />located on the operator's private land. This will be done as soon as the technically <br />revised mining and reclamation plans and corrective actions are approved by the <br />Mined Land Reclamation Board. <br />A.stripped buffer zone (one scraper wide) will separate the active highwall face from <br />
