No. 479 (Amended) <br />October 16, 1996 <br />Page 3 <br />currently zoned A-1 and A-2, Agricultural (minimum 40 and 5 acres, respectively) Zone <br />Districts (Exhibit 4). <br />ACCESS <br />The mining area property is accessed directly from Highway 96 by private road. <br />COMPREHENSIVE PLAN <br />The Pueblo Regional Comorehensive Develoament Plan, "Pueblo County Plan Map" <br />depicts the subject properties as Agriculture, F/oodplain, and Rural Residential. <br />OTHER AGENCY COMMENTS <br />The Pueblo County Department of Public Works indicates no comments for this land <br />use case (Exhibit 5). <br />The Greenway and Nature Center of Pueblo strongly supports the granting of the <br />rezoning change and Special Use Permit boundary alterations (Exhibit 6). <br />Mr. Dennis R. Locket, an adjacent land-owner, has submitted a letter in opposition to <br />the proposed amendment (Exhibit 9). <br />The Division of Wildlife comments that the creation of additional "wetland" type habitats <br />in the reclaimed backfil areas would be of great benefit. The applicant should <br />communicate with the Division regarding an update to the Mined Land Wildlife <br />Statement/Evaluation for the property being received by Valco (Exhibit 10). <br />STAFF COMMENTS <br />Staff conducted an on-site review of the property on October 3, 1996, and <br />observed the following (Exhibit 7): <br />The 80t acre property is open-land which lies south of the nature center trail <br />and generally north of the river. <br />• The 30f acre property is wooded and runs along the river from the Nature <br />Center westerly following the existing road and trail system. <br />
