COLORADO WESTMORELAND INC.
P.O. Box 1299 Paonia, Colorado 81428 ^ 303-527-4135
December 8, 1986
Dr. James Pendleton
Colorado Mined Land Reclamation Division
423 Centennial Building
1313 Sherman Street
Denver, Colorado 80203
RE: GE07ECHNICAL CONCERNS
Dear Jim:
~~~
~ ~~e
F~~ ~T~~4 J986
c F
/ 0 O
~ti0'1'O
~y~si
0,~,
As we discussed, Colorado Westmoreland in its Orchard Valley West's con-
struction has additional geotechnical concerns, These concerns have been
discussed previously with Golder Associates and they have concluded that no
problems will result in fill stabi]ity,
CWI is currently completing colluvium and rock excavation, Some rock was
expected and needs to be used in the fill area, Without the use of this
rock, a shortage of fill material and additional handling problems may
result,
The rock will he used in three locations:
1. Rock will be placed in the core of the fill at non-critical stabi-
lity areas. Although some settlement could occur, no problems are
anticipated in operating the mine site, The proposed location is
as stated in the Golder letter attached,
2, A small rock buttress will be placed at the location of the first
terrace, This will help stabilize the layer of topsoil and outer
edye of the fill which cannot always compacted as much as within
the core area,
3. Additional rocks will be placed at the intersection of the fill
area to the existing ground, In our discussions with the Division,
we have referred to these as "groin" areas. These rocks will be
placed there as a means of erosion control,
Golder Associates will visit the site as we place rocks in these areas, If
you have further questions or comments, please contact me.
Sincerely,
Matthew S.
