•, • • <br />- 6 - <br />Failure to mitigate these impacts would result in a serious <br />deterioration in the quality of .life in the County and <br />Rangely and in unacceptable and costly rates of turnover <br />in the construction and operation work force for the Mine, <br />Power Plant, and associated facilities. <br />P. The Governmental Entities are willing to accept <br />Western-Utah's presence in the area and to provide govern- <br />mental services to the project-related and induced popu- <br />lation provided that Western-Utah agrees to and implements <br />fully the impact mitigation measures set forth in this <br />Agreement in order to avoid adverse social and economic <br />impact on existing area residents by virtue of the pro- <br />jects and activities of Western-Utah and Deseret. <br />Statement of Principles <br />And Commitments <br />Q. The Governmental Entitities are committed to <br />a policy of requiring applicants for major industrial or <br />,. ., energy projects to provide, prior to commencement of con- <br />struction or operation of such projects, for the miti- <br />gation of adverse socioeconomic impacts which may reason- <br />ably be foreseen to occur as a result of such projects <br />and their associated population growth. It is the policy <br />of the Governmental Entities to apply this policy fairly <br />and equitably to the applicants for the t4ine and Power <br />Plant and to applicants for similar projects which would <br />cause similar adverse socioeconomic impacts. <br />R. The principles through which this policy is <br />to be implemented and which are to be applied in this <br />Agreement and its implementation and to which the par- <br />ties to this Agreement hereby subscribe, are as follows: <br />1.
