Population increases will also require ex- <br />pansion, now and in the future, of certain capital fa- <br />cilities owned and operated by the Governmental Entities. <br />M. As a result of the decision by Deseret to <br />locate the major tax base associated with the project <br />as a whole (the Power Plant) in the State of Utah, the <br />adverse fiscal impacts of the project as a whole upon <br />the citizens of the County will be more difficult to <br />mitigate than they would have been had the Power Plant <br />been located in the County. Had the Power Plant been <br />located in the County, the Governmental Entities would <br />have received significant additional tax-based revenues <br />which could have been applied to mitigate anticipated <br />adverse socioeconomic impacts. with the location of the <br />Power Plant in Utah, the Governmental Entities will suf- <br />fer project impacts disproportionate to the tax-based <br />revenues to be generated by the Mine and associated <br />facilities. <br />N. Assuring the existence of both an adequate <br />community infrastructure and an adequate and reasonably <br />priced supply of housing are in the best interests of <br />Western-Utah and Deseret and are necessary to provide <br />a stable work force during both construction and opera- <br />tion of the Mine, Power Plant, and associated facilities. <br />O. Unless substantial action is taken to mitigate <br />,~ <br />r~': <br />the adverse socioeconomic impacts which will be caused by <br />the proposed activity, unacceptable burdens and disrup- <br />tions would be imposed upon both existing residents and <br />project-related and induced residents of the County. <br />::, <br />
