The activities of Western-Utah and Deseret <br />and the population growth to be caused thereby will have <br />significant impacts upon the Governmental Entities and <br />the quality of life of existing residents of the County <br />and Rangely. Some of these impacts will be positive; <br />others will be negative. <br />J. For example, by virtue of the substantial <br />capital investment by Western-Utah in the Mine and <br />Deseret in the Power Plant, and the increased population <br />generated by the presence of employees, their families, <br />and related induced population, the economy of the area <br />twill benefit through diversification, greater stability, <br />and increased economic activity. This should have the <br />consequence of creating increased job opportunities for <br />existing residents, including young people, and should <br />result in increased efficiency in the operation of cer- <br />twin of the Governmental Entities. <br />K. At the same time, the activities of Western- <br />Utah-end Deseret and the population growth in the County <br />and Rangely will cause substantial increased demands for <br />governmental services to be placed upon the Governmental <br />Entities to provide necessary new public facilities and <br />services for the new residents and to maintain the qual- <br />ity of facilities and services and to sustain the present <br />quality of life for existing residents. <br />L. It is expected that, in certain instances, <br />a negative fiscal impact on the Governmental Entities <br />will be occasioned by virtue of the construction and <br />operation of the Mine, Power Plant and associated fa- <br />cilities. This will occur when increased Govenmental <br />Entity revenues are insufficient to cover the increased <br />costs associated with providing governmental services <br />
