The Mine will be ;, : located approximately ten (10) miles east of Rangely. •~~ F. The Special Taxing Districts are political subdivisions of the State of Colorado performing various functions as prescribed under Colorado law. The Special Taxing Districts include the Rio Blanco County School District RE-4 (the "School District"), the Rangely Dis- trict Hospital, the Western Rio Blanco County Metropoli- tan Recreation and Park District, the Rangely Sanitation District, the Rangely Rural Fire Protection District, the Rangely Regional Library, and the Colorado Northwest Community College. All the Special Taxing Districts are located in or around Rangely. G. Rio Blanco County, the Town of Rangely, and the Special Taring Districts will sometimes be referred to in this Agreement as "the Governmental Entities." Population Growth and Socioeconomic Impacts H. Construction and operation of the Mine, Power Plant, and associated facilities will cause a signifi- cant increase in the population of the County in general and Rangely in particular. This population growth will consist of employees of Western-Utah and Deseret and of contractors and subcontractors retained by them or in their behalf; the families of these employees; and in- duced population growth (secondary work force and fami- lies) which will occur as a direct or secondary impact of construction or operation of Mine, Power Plant, and associated facilities. .~:
