- 19 -. <br />3.7 Western-Utah and Deseret, through Western- <br />Utah, further agree, with respect to the sums agreed to <br />be paid pursuant to paragraphs 3.3, 3.4, 3.5 and 3.6 of <br />thj.s Agreement, that the Governmental Entities will not <br />be obliged to expend such sums in any particular manner <br />or for any particular purpose and that such sums shall <br />be available to each Governmental Entity to expend in <br />its sole discretion. <br />3.8 Western-Utah and Deseret, through Western- <br />Utah, further agree that, in computing the obligation <br />with respect to the sums payable pursuant to paragraphs <br />3.Z, 3.3, 3.4, 3.5 and 3.6 of this Agreement, no credits <br />or offsets will be allowed for any taxes paid by Western- <br />Utah or Deseret, or for any taxes reasonably and accu- <br />rately attributable to the project-related population, <br />or for any other taxes or revenues received by the <br />Governmental Entities. Western-Utah and Deseret, through <br />Western-Utah, thus agree that the obligations set forth <br />in paragraphs 3.2, 3.3, 3.4, 3.5 and 3.6 of this Agree- <br />ment will become, upon execution of this Agreement, un- <br />conditionally due and payable in accordance with the <br />terms of paragraphs 3.2, 3.3, 3.4, 3.5 and 3.6 of this <br />Agreement. <br />3.9 Deseret and Western-Utah, through Western- <br />Utah, recognize that, to accommodate a project-related <br />population of fifteen hundred (1500) or more persons, <br />the Town of Rangely, through its water fund and the <br />Sanitation Districts, will need to upgrade and expand <br />public utility services provided through the water fund <br />and the Sanitation District. <br />
