•. <br />- 10 - <br />associated facilities, and it is the hope and expectation <br />of the parties to this Agreement that this will occur. <br />In order for the Governmental Entities to prepare for the <br />anticipated impacts of this project-related and induced <br />population growth, the Governmental Entities must incur <br />certain expenditures for community infrastructure in ad- <br />vance of the arrival of the anticipated population. For <br />these purposes, certain front-end payments by Western- <br />Utah to certain of the Governmental Entities, as set <br />forth in detail below, will be required. Moreover, <br />Western-Utah agrees to manage its projects and activities, <br />including in particular activities relating to housing <br />and transportation, in a manner consistent with and sup- <br />portive of the development of Rangely as the focal point <br />of project-related and induced population growth in Colo- <br />rado and to enhance Rangely as a place to live. To the <br />same end, Rangely will cooperate fully with western-Utah <br />in the latter's efforts to provide suitable and afford- <br />able-tTousing in Rangely for project-related and induced <br />population growth. <br />U. This Agreement shall be binding upon the <br />parties, their successors and assigns. Where there are <br />obligations owing or benefits accruing to a Governmental <br />Entity under this Agreement, these obligations or bene- <br />fits will accrue to any successor or assign of that <br />Governmental Entity which shall assume the responsibil- <br />ities of that Entity, whether by way of governmental <br />reorganization or otherwise. <br />V. Monitoring anticipated socioeconomic impacts <br />will be an important aspect to this Agreement.
