In order for the Governmental Entities to prepare for the anticipated impacts of this project-related and induced population growth, the Governmental Entities must incur certain expenditures for community infrastructure in ad- vance of the arrival of the anticipated population. For these purposes, certain front-end payments by Western- Utah to certain of the Governmental Entities, as set forth in detail below, will be required. Moreover, Western-Utah agrees to manage its projects and activities, including in particular activities relating to housing and transportation, in a manner consistent with and sup- portive of the development of Rangely as the focal point of project-related and induced population growth in Colo- rado and to enhance Rangely as a place to live. To the same end, Rangely will cooperate fully with western-Utah in the latter's efforts to provide suitable and afford- able-tTousing in Rangely for project-related and induced population growth. U. This Agreement shall be binding upon the parties, their successors and assigns. Where there are obligations owing or benefits accruing to a Governmental Entity under this Agreement, these obligations or bene- fits will accrue to any successor or assign of that Governmental Entity which shall assume the responsibil- ities of that Entity, whether by way of governmental reorganization or otherwise. V. Monitoring anticipated socioeconomic impacts will be an important aspect to this Agreement.
