MR-28 -This revision was submitted incomplete on January 22, 1996, and subsequently withdrawn on <br />February 29, 1996. <br />MR-27 -Updated ownership and control information was submitted on incomplete on November 4, <br />1995 resubmitted December 1, 1995, and approved on July 2, 1996. <br />MR-26 -Approval for a silt fence for sediment conVOl on the south end of the east side of the loadout <br />was given in the field during a March 15, 1995 inspection. <br />MR-25 -This revision was submitted on October 21, 1994, and approved on October 31, 1994. The <br />volume of topsoil stockpile M-l was revised, and construction of stockpile M-5 was approved. <br />Section IV -Status of Stipulations <br />At the time of the permit renewal, 6 stipulations were in effect, as all previous stipulations had been <br />complied with and terminated. The Division has since imposed 2 additional stipulations. Stipulations <br />in effect at the time of the renewal, and their current status, aze as follows. <br />Stipulation No. 4 <br />WITH RESPECT TO THAT PORTION OF THE COAL LOAD-OUT LOCATED WEST OF THE COUNTY ROAD 79 <br />IDENTIFIED AS AN ALLUVIAL VALLEY FLOOR, WITHIN TWO YEARS AFTER THE COMMENCEMENT OF THE <br />PERIOD OF EXTENDED LIABILITY AS SPECIFIED IN RULE 4.15.7(5), THE OPERATOR SHALL COMPARE THE <br />SOIL CHARACTERISTICS OF THE RECLAIMED AREA WITH AN ADJACENT UNDISTURBED AREA. THIS <br />COMPARISON SHALL BE SUFFICIENT TO VERIFY THAT THE INFILTRATION, PERMEABILITY,A ND TEXTURAL <br />CHARACTERISTICS OF THE RECLAIMED SOILS HAVE BEEN RE-ESTABLISHED SUFFICIENTLY TO RENDER <br />THE AREA AS POTENTIALLY FLOOD IRRIGABLE. <br />Status: Continued -future submittal required. <br />Stipulation No. 9 <br />THE OPERATOR SHALL POST AND MAINTAIN ~~STEEP SLOPE CAUTION SIGNS~~ ALONG THE ACCESS ROAD <br />TO THE REFUSE DUMP. TWO MONTHS PRIOR TO ABANDONMENT AND RECLAMATION OF THE ACCESS <br />ROAD, THE OPERATOR SHALL SUBMIT APPROPRIATE GEOTECHNICAL STABILITY ANALYSIS TO <br />DEMONSTRATE COMPLIANCE WITH THE STABILITY REQUIREMENTS OF RULES 4.03.2(3)(C)(1) OR (D)(V nl); <br />OR IN THE ALTERNATIVE, THE OPERATOR SHALL SUBMIT A PROPOSED RECLAIMED CONFIGURATION WITH <br />APPROPRIATE STABILI7Y ANALYSES TO DEMONSTRATE CONFORMANCE WITH THE REQUIREMENTS OF <br />RULE 4.03.2(7). <br />Status: Continued, ju[ure submittal required. <br />Stipulation No. 14 <br />Southfield Mine (C-81-030) April 18, 1997 <br />Midterm Review 4 Third Permit lean <br />
