Section III -Revisions to the Permit
Subsequent to the petmit renewal on June 16, 1994, EFCI has submitted and the Division has approved
five technical revision and nine minor revision applications. The revisions were as follows:
Technical Revision (TR) 26 -This revision revised the post-mining topography, based on a more
accurate survey of the existing topography. The revision was submitted on December 5, 1996, and
approved on February 5, 1997.
TR-25 -Submitted on September 13, 1996 and approved on October 10, 1996, this revision added .4
acres to the permit boundary. The additional acreage was necessary to allow for reclamation and the
return to approximate original contour at the loadout azea.
TR-24 -This revision was submitted on February 28, 1996 and approved on April 8, 1996. DMG
granted a reduction in subsidence monitoring along the high-resolution grid, since 12 years of
monitoring data indicated subsidence was within predictions.
1'R-23 -This revision clarified the reclamation responsibilities of the Magpie Creek diversion between
EFCI and a neighboring mine. A portion of the Monarch Fan Road which was within the neighboring
mine permit area was removed from the Southfield Mine permit area. The revision was submitted on
December 13, 1995 and approved on March 7, 1996.
TR-22 -Submitted on October 18, 1995 and approved on Febmary 5, 1996, this revision designated
as a haul road the refuse pile access road.
TR-21 - A revised loadout drainage control plan was submitted on May 22, 1995 and approved on
August 21, 1995.
Minor Revision (MR) 33 -This revision provided disposal and reclamation plans for coal fines in the
loadout yard area. It was submitted on September 18, 1996, and approved October 10, 1996.
MR-32 - A revised, more detailed legal description was submitted to the Division on May 7, 1996 and
approved on June l3, 1996.
MR-31 -This revision revised the amount and location of stockpiled coal on site. It was submitted on
April 17, 1996 (incomplete) and on May 28, 1996, and approved on August l9, 1996.
MR-30 -This revision was submitted on April 16, 1996 and approved on May 3, 1996. The revision
modified the yard area of the mine, including removal of an interim settling pond between the
preparation plant and sedimentation pond.
MR-29 -This revision was submitted incomplete on March 6, 1996, and resubmitted March 6, 1996.
The clarification of hydrologic monitoring and reporting requirements was approved on April 8, 1996.
