Supplement No. 2 <br />shows these roads. <br />Access to the North Placer Claim will be from private land. <br />Access within Claims <br />Access within the quarry area consists of a series of temporary <br />work roads. These roads are relocated periodically depending on the <br />area of the quarry being mined. and the location of the processing plant <br />and stockpile area. This same method will be used in mining both the <br />North and South Placers. Temporary roads will be constructed to reach <br />areas being mined, and will be closed and rehabilitated as mining is <br />ccn~leted. It is virtually impossible to plan this system of work roads <br />until actual mining begins and on-the-ground conditions are encountered. <br />For this reasrn, it is requested that the follarinq method and guidelines <br />be used to approve road construction within claim boundaries: <br />1. Roads will be of min unum standard cgmrensurate with the needs <br />of the operation. <br />2. The Operator and the Forest Service will review road needs on- <br />the-ground and agree to road width, road location, road grade, <br />drainage and erosion control measures, methods of screening <br />rights~f~vay, methods of timber and debris disposal, etc., <br />prior to road construction. <br />3. Constructirn of the road will not begin until authorization has <br />been given by the District Ranges. <br />These access roads will be used to transport men and equipment and <br />to haul mined material to the processing plant. Vehicles ranging fmn <br />pickups to dur~ trycks to tracked Vehicles will use the roads. <br />IV. F~F'F~'IS OF PROPOSED OPERATICtIS <br />The State Plan discusses in detail the effects of current proposed <br />operatirns. Briefly, these effects are: <br />1. Loss of vegetation <br />2. Soil erosion <br />3. Water siltation <br />4. Displacement of wildlife <br />5. Loss of visual quality <br />6. F]t~loyment opportunities <br />7.
