If relocation of a stockpile is required, the Forest Service anti <br /> Mined Land Reclamation Board will be contacted for approval. ' <br />v) Topsoil will be replaced last after subsoil has been placed over rough-graded <br /> bat:kfill. ' <br />vi) Collection of seeds of species outlined in the reclamation plan for National Foresi <br /> System lands that are not commercially available9 would be the responsibility of the ' <br /> permit holder. The Forest Service recommends the purchase of seed or contract <br /> services through a reputable collector and/or dealer of native seeds. <br />vii) Afi.er a period of 5 yeazs, total ground cover along the monitoring transects will be ' <br /> no less than 90 percent of the values observable in adjacent undisturbed azeas. Total <br /> ground cover includes the azea covered by live vegetation below one meter, litter, ' <br /> sGviding dead materials, and rocks. Values from adjacent azeas will be obtained <br /> from sampling implemented in the same way used on the revegetated areas. <br />viii) Afrer a period of 5 years, vascular plant species density (number of species per 1 UO <br /> sq.ln.) will be at least 80 percent of that observed in adjacent undisturbed areas. <br />ix) Weed control will be employed if invasion of a weed species seriously threatens the , <br /> continued development of desired vegetation in the reclaimed area or adjacent azeas. <br /> Weed control will be accomplished using the following approaches: ' <br /> • No large amounts of donated materials will be moved onto National Forest <br /> System lands. Small quantities of donated topsoil with similar characteristics <br /> and materials as the existing topsoil can be used as soil supplementation on <br /> National Forest System lands. This topsoil must be collected from azeas that <br /> have not been disturbed by development, where foreign materials and noxious <br /> <br />weeds could be present. ' <br />Inspection of revegetated lands will be done on a monthly basis during the <br />months of April through September (see the section "Monitoring" for additional <br />details). During annual quantitative monitoring and monthly weed monitoring, <br />species included on the current Colorado State Weed List vrill be sought and if <br />found reported and acted upon as specified below. <br />Control of small infestations will be done at the time of discovery. If chemical ' <br />controls are required for that species then this control will be done at the first <br /> r <br />9 Due to the characteristics of the National Forest System lands to be affected by the layback, only small quantities of <br />naturally occurring grass and fort seed could be harvested. Due to the higJt cost and the time required m propagate the <br /> <br />seed in an off-site nursery, the Forest Service recommends the purchase of certified noxious weed free native seeds.
