C-81-019 2000 Midterm Review <br />November 20, 2000 <br />Please add the surface water user information within the Permit Boundary and within a <br />one mile radius from the boundary in Feeding or receiving watersheds of the affected area. <br />Please add a title for the Wilson Reservoir and the Wilson Reservoir water intake to NIap <br />10. <br />Item 18. Rule 2.04.7(4)(b). Elevations and locations of monitoring stations used to gather data <br />for water quality and quantity are shown on Maps 10, 32 and 37. Information relative to the <br />current monitoring program is on pages 4.05-10 through 4.05-15 of the PAP. Elevations and <br />locations of wells (alluvial) and surface water stations (including NPDES discharge points) used <br />to gather data for water quality and quantity information as required by the monitoring plan are <br />shown on Map 37. blap 37 was last revised December 1992. This map is outdated in that <br />discharge points (CPDES) 8, 9 and 10 are not shown. Exhibit 18 is referenced as a source of <br />information on revised monitoring programs. Therein, a minor revision of August 14, 1989 is <br />referenced as changing the groundwater monitoring program. A minor revision of March 24, <br />1992 is referenced as changing the NPDES permit. Map No. 32 is annotated as 1975 - 1981 <br />information, and Map 10 was last revised on October 1990. <br />Please revise NIap 37 to add the missing elevations and locations of monitoring stations <br />used to gather data for water quality and quantity associated with the currently approved <br />water monitoring program. <br />Item 19. Rule 2.04.7(4)(c). The PAP is in compliance with this rule. Groundwater information is <br />provided in the PAP beginning on page 2.04.7-3 and ending on page 2.04.7-27. The PAP <br />indicates, in summary, that subsurface water (other than perched water tables) is not encountered <br />in the zone of materials to be excavated. The PAP indicates that the only potential aquifers are at <br />depths in the range of 800 feet below the lowest coal seam to be mined, and are separated from <br />the coal seam by the Mancos shale, a relatively impermeable formation. In addition, the PAP <br />indicates that the potential aquifers form a closed basin, with no current significant use (Colowyo <br />has two wells for potable water). The PAP indicates that water above the coal seam is limited to <br />perched water, the portions of ground mined or to be mined being bound and drained by incised <br />streams and drainages on the south, east and west, and topographic relief (on the north). <br />Item 20. Rule 2.04.7(4)(d). The PAP is in compliance wi[h this rule. Information on surface <br />water is provided on pages 2.04.7-29 through 2.04.7-101. The location of streams, lakes <br />(reservoir), springs, and natural drains are shown on Map 10. The locations of sedimentation <br />ponds, holding ponds, stock ponds (temporary small depressions) and ditches are shown on a <br />combination of Maps 11, l2, and 12A. <br />Item 21. Rule 2.04.7(4)(f). The PAP is in compliance with this rule. There are no oil and gas <br />wells listed in the PAP. A check (]0 April 2000) of the lis[ of oil and gas well permits of the <br />Colorado Oil and Gas Conservation Commission, Colorado Department of Natural Resources, <br />found no well permits in the vicinity of the mine permit. <br />Item 22. Rule 2.05.3(2)(a). The PAP is in compliance with [his rule. A description of surface <br />mining operations begins on page 2.05-1 of the PAP.
