C-81-019 2000 Mideerm Review <br />November 20. 2000 <br />Item 14. Rule 2.04.7(1)(a)(iv). Information is found in Exhibit 7(5) with regard to 2 of the 3 <br />permitted wells within the permit boundary. No developed springs or seeps (there are some <br />perched water springs and seeps) are located within the permit boundary [PAP, Exhibit <br />7(1)(referred to as Exhibit 7A on page 2.04.7-4 of the PAP)]. The locations of existing wells, <br />springs and other developed ground water resources are shown on Maps l0 and 32 (restricted to a <br />time period). Across-reference to the identity of wells by permit numbers of the Office of the <br />State Engineer to labels of Map No. 32 and Map 10 was not found in the PAP (numbers match <br />on Map No. 32 and Figure 1 of the Leonard Rice report). Well TC-1 appears, from text <br />information (Appendix 7 Tabs, Case No. W-145-78, page 2; State Engineers List), to have been <br />mislocated on Map 10 (would be located near the mouth of the next drainage north). Information <br />on State Engineer Permitted wells 39615, 684RN, 37269, 28223, 9443, 9274, 7750AD, 46212. <br />and 84RN was not found in the PAP. A footnote on Map No. 32 refers to appendices, but only <br />the Leonard Rice report was found [Exhibit 7(1)]. <br />Please change the reference to Exhibit 7A to read 7(1) on page 2.04.7-4 of the PAP. Please <br />consider cross-referencing the identity of wells of bIap No. 32 and Nlap 10 to the permit <br />numbers of the State Engineer Office. Please include all well locations (within, and within <br />one mile of, the permit area) on Map 10 (a current, comprehensive portrayal of well <br />locations) with reference thereto in attendant text. Please correct the location of Well TC-1 <br />on Map 10. (iVlap 10 is cited above as this existing map most closely represents the required <br />information. A new map may be more appropriate.) <br />Item I5. Rule 2.04.7(1)(b). Two of the three production wells within the permit azea are <br />described in Exhibit 7(5). A check with the Office of the State Engineer revealed a number of <br />wells in the Townships and Ranges of the permit and one mile thereof. Some are not shown on <br />Map No. 10 (or, as they post-date, the historical Map 32). <br />See Rule 2.04.7(1)(a)(iv) above. Please include information (locations and yields) on the <br />permitted wells indicated above. <br />Item 16. Rule 2.04.7(2)(a). Information required by this Rule was found in the PAP (Exhibit 7) <br />except for the last sentence (in part). Ownership (water rights) and use of surface water bodies <br />was not found during this review. Information on "current users of surface water" of Rule <br />2.04.7(4)(a) other than Colowyo was not found. <br />Please identify current users of surface water flowing into, out of, and with one mile of the <br />permit boundary (a hydrologic area defined by the Division), or advise the Division of the <br />location of this information in the PAP [including the map required by Rule 2.04.7(4)] in <br />revised pages. <br />Item 17. Rule 2.04.7(4)(a). A regional hydrology map is provided as Map 10 in the PAP. <br />Additional information has been provided as revisions without a revision to this map. There is no <br />legend for the Wilson Reservoir water intake. There is no legend for the Wilson Reservoir. Use <br />of surface water is described in text on page 2.04.7-3 of the PAP. However, users of surface <br />water within the permit area and adjacent area are not identified, but there is no record of a <br />defined area by the Division. The map is in compliance with the other requirements of this rule. <br />
