Map 23, last revised 1/20/97 as a submission under the 3rd renewal of the <br />permit, indicates the proposed sequence of mining and reclamation. The three operational pits are <br />illustrated on Map 23. <br />Item 23. Rule 2.05.3(3)(a). Mine facilities information begins on page 2.05-13 of the PAP. A <br />complete listing of facilities found in Exhibit 13 provides a summary of the text information. <br />However, the Wash Bay Pond is not depicted on Drawing 22, Existing Structures South Sheet <br />(last revised 9/1 1/97). A request to update Drawing 22 to include the wash bay impoundment is <br />made under Item 46 [Rule 2.10.3(1)]. <br />Item 24. Rule 2.05.3(6)(a).The PAP is in compliance with this rule. A surface blasting plan <br />begins on page 2.05-28 of the PAP. Audible blast warnings and access to azeas of blasting are <br />described. The PAP requires no blast monitoring (Colowyo has installed a seismograph at the <br />Durham ranch for their internal monitoring program). Provision is made for pre-blast surveys. <br />Unavoidable hazardous conditions aze addressed on page 2.05-29. Approved formulas aze used <br />to limit ground vibration and airblast. Explosive storage and handling facilities aze shown on <br />Map 22. <br />Item 25. Rule 2.05.3(6)(b). The PAP is in compliance with this rule. Three spoil disposal <br />structures have been approved. The Streeter Fill and Section 16 fill have been completed. The <br />West Pit fill is nearing completion. These fills are permanent. The Streeter Fill is described in <br />Exhibit 12. Information on the Section 16 and West Pit fills is at Exhibit 19 of the PAP. <br />Item 26. Rule 2.05.3(6)(c). The PAP is in compliance with this rule. See Exhibit 12 for the <br />Streeter Fill, Exhibit 19 for the Section 16 and West Pit fills. <br />Item 27. Rule 2.05.3(6)(d). The PAP is in compliance with this rule. Rock toe buttresses were not <br />required. A toe drain was placed at the Streeter fill. Keyway subbase, a keyway, an underdrain <br />and compacted base was placed at the toe-of-slope for the West Pit fill (see Exhibit 19). <br />Item 28. Rule 2.05.3(7). The PAP is in compliance with this rule. Coal removal is explained in <br />the mining plan (see Section 2.05.3 of the PAP). Coal crushing, handling and loadout facilities <br />information is found in Section 2.05.3 (Mine Facilities). In summary, the PAP indicates that coal <br />is hauled from the pits to a primary crusher near the pits. There is a coal storage azea at this <br />crusher site. The coal is then crushed, loaded into trucks from a storage bin, and transported by <br />truck to the loadout facilities. There is a coal storage area at this site, but usually coal is dumped <br />directly into a secondary crusher and transported by conveyor belt into the stacking tube. The <br />coal is then loaded by gravity directly into railcars via a loadout tunnel beneath the crushed coal <br />stockpile. Associated maps are Map 21, Existing Structures -North and Map 22, Existing <br />Structures- South. <br />Item 29. Rule 2.05.4(2)(a). The reclamation plan starts on page 2.05-38d and reclamation <br />activities are again described starting on page 4.14-1 of the PAP. Reclamation work (backfilling, <br />grading, replacement of topsoil and seeding) is contemporary (PAP page 2.05-40) with the <br />advancement of the multiple-seam pits.
