-57- <br />XVIII. Coal Processing Waste and Non-Coal Processing Waste - Rules 2.05.3(8), <br />2.05.4(2)(f), 4.10 and 4.11 <br />The only coal processing done at the Blue Ribbon Mine is screening of coal <br />for size separation. No coal processing waste is produced during this <br />process. Therefore, the application is in compliance with the requirements <br />of this section. <br />XI X. Bonding - Rules 2.05.4(2)(6) and 3.02 <br />The Division has reviewed the estimated reclamation costs and performance <br />bond calculations provided by Blue Ribbon Coal Company and found them to <br />be adequate. The reclamation plan and reclamation methods used are appropri- <br />ate, however, the reclamation cost estimate assumes that machinery to be <br />used during reclamation will be owned by the operator. This assumption <br />leads to somewhat Lower equipment operating costs than would be generated, <br />assuming the operator defaults and contracted equipment must be used. This <br />concern is mitigated by the extremely low efficiency estimates used. Since <br />the final figure of 584,927 is approximately equal to the estimate generated <br />by the Division the bonding estimate is approved. See pages 114-114ix of <br />the permit application for details of the methods used. <br />The application is in compliance with the requirements of this section. <br />XX. Sealin of Drilled Holes and Underground Openings - Rules 2.05.4(2)(g) <br />and 4.07 <br />Blue Ribbon Coal Company has committed to sealing the mine openings by fi11- <br />ing at least 25' of each portal with non-combustible fill, then constructing <br />solid cement block walls at the openings (see pages 108 and 110 of the permit <br />application). Since the portals are up-dip from the mine workings and the <br />mine is generally dry, this method of sealing should prevent water from dis- <br />charging from the portal. There are no ventilation shafts or exploration <br />drill holes planned during this permit term. <br />The application is in compliance with the requirements of this section. <br />Subsidence - Rules 2.05.6(6) and 4.20 <br />There are no renewable resource lands or structures in the permit area. <br />Therefore, no further consideration is required by those sections of the <br />regulations which relate to subsidence control. The applicant is in <br />compliance with the requirements of this section. <br /> <br />
