-54- <br />Mine Facilities, Ponds, Impoundments and Diversions and Coal Handlin <br />Structures (con't) <br />29 foot x 70 foot cinder block shed housing the diesel powered gen- <br />erators. Coal handling structures at the mine site consist of convey- <br />ors and screening equipment at the mine bench and a coal storage <br />stockpile on the west side of Hubbard Creek near the mine entrance. <br />A truck scale facility and an excess coal storage stockpile are <br />located approximately four miles southwest of the mine on Colorado <br />State Highway 133. Findings of compliance regarding this facility <br />can be found in Section XXIII, "Miscellaneous Compliance", page 58 <br />of this document. <br />A description of mine facilities can be found on pages 103-104 <br />of the permit application. Drawings showing these facilities are <br />Exhibit A and Exhibit A'. <br />B) Roads. <br />The road system at the Blue Ribbon Mine consists of a 2,200 foot <br />haul road connecting the mine bench with the county road system (L~lta <br />County Road 4405 Drive) and a Zight duty road for access to the ponds <br />and the well below the mine bench. The haul road was constructed prior <br />to the effective date of the Act and was not designed to meet the specific <br />requirements of Rule 4.03.1. <br />L~sign and construction information presented by Blue Ribbon Coal <br />Company has shown the haul road to be primarily in compliance with <br />the criteria of Rule 4.03.1(3). The only area in which the haul road <br />is not in compliance with the specific requirements of Rule 4.03.1(3) <br />is the excessive slope of the road cut, Rule 4.03.1(3)(c)(i). <br />Blue Ribbon Coal Company has provided a geotechnical analysis per- <br />formed by Rocky Mountain Geotechnical which indicates a variable static <br />safety factor dependent upon the depth of colluvium in the cut face. <br />This certified report indicates that road cuts along the haul road <br />are moderately stable to very stable wherever excavations penetrate a <br />thickness of not more than 10.5 feet of colZuvial soil. This report <br />did not, however, identify areas along the haul road which penetrated <br />colluvial deposits. Anticipated mitigative actions for areas of <br />potential instability were not detailed. For this reason, the Division <br />imposes the following stipulation: <br />1.
