Stipulations 29, 30, and 31 were attached to the approval decision. Stipulation 29 required <br />submittal of an amended map Figure 3.1-4 (Existing Configuration), to more cleazly depict the <br />extent of coal backfill and to accurately delineate drainage structure locations and specifications <br />on the mine bench. Stipulation 30 required submittal of an amended map Figure 3.1-7 <br />(Reclaimed Configuration), to accurately depict the extent of coal backfill on the mine bench, <br />and to depict the location of water bars to be constructed along the approved postmining <br />livestock trail. Stipulation 31 required submittal of an amended map Figure 3.1-9 (Munger Mine <br />Site Reclamation Stability Cross Sections), to include updated cross sections accurately depicting <br />the extent of coal backfill on the mine bench. The stipulation also required submittal of updated <br />stability data to reflect additional coal backfill material placed on the mine bench. The three <br />stipulations were subsequently terminated based on information provided in TR-17. <br />TR-17 proposed decision was issued March 22, 2004. The revision incorporated amended map <br />Figures 3.1-4, 3.1-7, and 3.1-9 into the permit. The revision was submitted to comply with <br />Stipulations 29, 30, and 31, and the amended map figures satisfied the stipulation requirements. <br />Outdated stability data, which had been included on the replaced Figure 3.1-9, were deleted from <br />the amended Figure. Updated stability data had previously been provided on narrative page 3-13 <br />and in Appendix H of the permit application package. <br />TR-18 proposed decision was issued August 23, 2004. The revision incorporated an amended <br />remedial salt and drought tolerant stabilization seedmix, and seeding plan for use at the Loma <br />Loadout. Previous seeding conducted in the fall of 2001 was unsuccessful. The remedial <br />seeding was conducted in November 2004. <br />MR-17 proposed approval decision was issued July 9, 2002. The revision updated permit <br />Appendix A "Identification of Interests". <br />MR-18 proposed approval decision was issued Mazch 18, 2002. The revision addressed <br />amendments to the interim reclamation plan for the Munger Mine bench and stabilization of the <br />Loma Loadout. The timeframe for completion of interim reclamation of the Munger Mine bench <br />was extended to Apri121, 2002. <br />MR-19 proposed approval decision was issued April 18, 2002. The revision incorporated a <br />small azea exemption sedimentation demonstration for the small vegetated topsoil stockpile <br />located along the lower segment of the Munger Canyon Access road. <br />MR-20 proposed approval decision was issued February 23, 2003. The revision incorporated <br />supplemental topsoil and subsoil sample analyses from the proposed coal waste disposal <br />location, which had been required by Stipulation 27, attached to the TR-14 approval. The <br />information provided was adequate to satisfy the stipulation, which was terminated. <br />MR-21 proposed approval decision was issued Mazch lb, 2004. The revision updated the air <br />pollution control plan and incorporated a new Air Pollution Division construction permit for <br />hauling coal mine waste from the McClane Canyon Mine and disposing of the waste material in <br />
