to $175,596.00. Stipulation 26, attached to the revision approval, required submittal of <br />additional bond in the amount of $2,673.00. The additional bond amount was submitted and the <br />stipulation has been terminated. <br />TR-14 proposed approval decision was issued November 6, 2002, with two stipulations. The <br />revision allowed for construction of a small (4.9 acre) coal mine waste disposal azea along a <br />lower segment of Munger Canyon, within the Munger Canyon Mine permit azea. The disposal <br />site was designed to handle small quantities of low quality coal or coaly sediment from the <br />operator's adjacent McClane Canyon Mine. The revision plan included designs for diversion and <br />collection ditches, a sediment pond, and a re-aligned haul road segment. The Division's approval <br />included specific written findings, which authorized a variance to allow disturbances within 100 <br />feet of the Munger Creek channel, and an additional vaziance to approve a coal waste disposal <br />pile design that does not employ a subdrain to intercept ground water. Worst case reclamation <br />cost assessment associated with the revision resulted in a $41,919.00 increase in bond liability, <br />bringing the total liability amount to $217,515.00. Stipulations 27 and 28 were attached to the <br />revision approval. Stipulation 27 required submittal of additional bond in the amount of <br />$41,919.00, and Stipulation 28 required submittal of supplemental soil analyses prior to initiation <br />of site development work. The required data and additional bond amount were submitted and the <br />stipulations have been terminated. <br />TR-15 proposed approval decision was issued October 30, 2002. The revision allowed for <br />replacement of an existing total containment sediment trap on the mine bench with a loose rock <br />check structure and silt fence. <br />TR-16 proposed approval decision was issued January 20, 2004, with three stipulations. The <br />revision was submitted in response to adequacy issues raised by the Division's initial review of <br />the Permit Renewal 4 (RN-4) application. The revision extensively reorganized, streamlined, <br />and updated the permit application package to accurately reflect the current status of the <br />operation, and more cleazly describe future operational and reclamation plans. The revision <br />condensed the permit application package from 7 volumes to 3, and withdrew a permit area <br />expansion associated with development of a lazge coal processing and handling facility on East <br />Salt Creek that had been approved in the 1980's but was never implemented. The revision also <br />clarified that no future coal extraction or development is proposed for the Munger Canyon Mine <br />under the current pernut, and withdrew plans associated with construction of a new haul road to <br />access the mine portals azea. <br />The permit as revised by TR-16 states that the Munger mine site will be maintained in its current <br />size and configuration until such future date that mains from the adjacent McClane Canyon Mine <br />approach the Munger Canyon permit azea. At that time, the operator will make a decision to <br />either implement final reclamation of the Munger Canyon Mine, or revise the permit to allow for <br />use of the Munger access road and mine bench for ventilation or access to the coal reserves in the <br />southern portion of the permit area. Under the permit as revised by TR-16, the only operational <br />activities proposed are periodic episodes of waste disposal, grading and compaction. <br />Maintenance will be performed on roads and disturbed areas as necessary, and the waste disposal <br />site will be reclaimed in phases, as the pile achieves design elevations and grades. <br />
