_.~,_ <br />Mr. William Bosworth -2- June 21, 1983 <br />Stipulation No. 7: This is an ongoing stipulation concerning <br />fertilization of topsoil. This stipulation will remain in effect <br />throughout this permit teen. <br />Stipulation No. 8: This stipulation concerns surface manipulation to <br />enhance moisture retention upon reclamation. This stipulation is due <br />January 12, 1984. However, a satisfactory response has been received on <br />the same stipulation for the McClane Canyon Mine. If Salt Creek submits <br />similar page changes this stipulation will be satisfied. <br />Sti n No. 9: This stipulation concerns sampling adequacy for <br />uctfie~in the Big Sagebrush community. A.satisfactory response has <br />been received, therefore, the Division considers this stipulation <br />satisfied. <br />Stipulation No. 10: This stipulation concerns the representativeness of <br />the vegetative sampling at Munger Canyon. A satisfactory response has <br />been received, therefore, this stipulation is satisfied. <br />Stipulation No. 11: This stipulation concerns woody plant density <br />sampling adequacy for all sampled communities. For all vegetation types <br />present at Munger Canyon, it was determined that woody plant density <br />sampling and tree density sampling was insufficient to meet sample <br />adequacy requirements. Several tests were performed to determine the <br />comparability of affected and reference areas, and Munger and McClane <br />communities. It was determined that the means of Big Sagebrush affected <br />and reference areas were equivalent at 95% confidence (alpha=2). All <br />other communities (Greasewood, Shadscale, and Juniper) did not show <br />equivalency between affected and reference areas. The permittee must <br />combine data for woody plant density from the Big Sagebrush reference and <br />affected areas and determine whether this combination meets sample <br />adequacy. This information must submitted to the Division. <br />Stipulation No. 12: This stipulation concerns woody plant density <br />re vegetation success standards. The Division proposes the following <br />standard: 500 stems/acre for the Greasewood, Big Sagebrush, and <br />Shadscale communities, and 1,500 stems/acre for the Pinyon-Juniper <br />community. With written acceptance of these success standards and <br />revision of the permit application, the Division will consider this <br />stipulation resolved. <br />Stipulation No. 13: This stipulation concerns standards for evaluation <br />of woody plant density and species diversity. The Division proposes the <br />following standards: The permittee shall, at a minimum, reestablish the <br />following numbers of life forms for each of the following communities. <br />Within each community, no single species shall account for more than 40~ <br />of the relative vegetative cover. The diversity standard shall be 3 cool <br />season grasses, 2 warm season grasses, and 2 forbs be reestablished. <br />With written acceptance of these standards and revision of the permit <br />application, the Division will consider this stipulation resolved. <br />
