1 <br />' 1.E.9 Noise <br />' Primary sowces of noise generation in the operation will be from the equipment at the plant site <br />and infrequent blasting. The plant site will be depressed some 20 to 25 feet below adjacent <br />surface elevation in the second yeaz of operation. This mining procedure will act as a noise <br />abatement measure. Probably the single largest noise mitigation measwe incorporated within <br />this application is the minimum 500 foot setback from the lease boundary for any aggregate <br />exVaction activity. Any measwable noise from this operation at the property lines of Winkler <br />' Cattle Company will be well below State standards established for agricultwal zones. Refer to <br />Section 3.H.7 and Appendix 8 for further discussions on noise. <br />' 1.E.10 Blasting <br />' The aggregate exVaction will require the operator to use explosives periodically to loosen the <br />rhyolite. This will occw an average of five times per year. Blasting will be performed by <br />experienced professionals, as is the case with Centennial's Ditmars operation. CMI follows strict <br />' safety guidelines in order to protect persons and property. See Section 3.F of this report for <br />further discussion on blasting. <br />1.E.11 Open Space, Parks, and Recreation <br />The Open Land Opportunities Map identifies a small portion of the mining area as a high priority <br />' open land. The leasing of this land for mining excludes other wban uses of the ground and <br />creates open space during the term of the lease. <br />1.E.12 VisualImpact <br />A complete discussion of visual impacts is included in 3.H.5 <br />1.E.13 Reclamation <br />' The proposed reclamation of the Castle Rock Quany will be for rangeland (as it is currently <br />being utilized). This operation will lower the top of the mesa anywhere from 20 to 25 feet. The <br />' lowering will not be visible to the surrounding area because there will be no excavation at the <br />edge of the upland. The edges of the excavation will be backfilled and sloped to blend in with <br />the topography of the mesa edge. <br />' The reclamation sequence will be as follows: <br />' - backfill excavated area with overbwden materials <br />- rough grade <br />-redistribute topsoil and final grade <br />- drill seed with a grass cover crop in spring <br />- keep cattle off until approved by the Division of Minerals and Geology <br />' -reseed azeas where vegetation has failed to thrive <br />1 <br />
