215W, 215L, 218W, and 218L; and at the West Ridge spoils well
WR-l. Ground water quality will be monitored at TR-1.5,
TR-3, TR-4, and WR-1. Locations of all wells are depicted in
Exhibit 4.6-26. Frequency and parameters are listed in
Table 1 of this document. Spoils well locations in the
Moffat Area have not yet been determined. Pittsburg & Midway
and the Division will mutually agree upon the number and
location of spoils wells as mining in the Moffat Area
progresses (4.05.13(1)).
2. The applicant will conduct monitoring of Surface water in a
manner approved by the Division. The monitoring plan was
submitted under 2.05.6(3)(b)(iv) and includes the following:
A continuous flow-monitoring site (TR-a on Trout Creek)
upstream of the mine will be maintained from April through
October. Instantaneous flow measurements at site TR-b on
Trout Creek will also be taken April through October. Weekly
flow measurements will be taken at the NPDES sampling
points. Locations of the surface water monitoring sites are
depicted in Exhibit 4.6-26 of the permit application.
Surface water quality is monitored upstream at TR-A,
downstream at TR-D, in the Moffat Area at TR-C, and in the
West Ridge Area at TR-B. Frequency and parameters are listed
in Table 1 of this document (4.05.13(2)).
D. Stream Buffer Zones
The Division approved surface or underground mining
activities within i00 feet or through a perennial stream or
stream with a biological community. This decision was based
on a finding that the original stream channel will be
restored, water quality and quantity shall not be adversely
affected, and appropriate riparian vegetation will be
reestablished. The buffer zone variance was granted for the
water pump station on Trout Creek, and for the facilities
area along Oak Creek (4.05.18(1)).
E. Probable Hydrologic Consequences of Mining
Surface Water
Information on probable hydrologic consequences can be found in
Volume 3, Section 2.5 and Volume 11, Section 4.6 of the permit
application.
The hydrologic balante calculations and related information
provided in the application allow quantitative estimates to be made
in predicting the probable hydrologic consequences of mining on
receiving waters. The principle effects of mining will occur in
the Trout Creek basin where mining occurs.
Impacts on Oak Creek are related to altered timing of flows and
water quality resulting from sediment pond discharges.
