C~ <br />• <br />c) Those areas of West Ridge, Center Ridge and the Moffat <br />Area where mining progresses to the ridge line and the <br />pits are daylighted (4.05.2(3>(b>(i)>. <br />Small area exemptions in the Tipple Area are depicted on <br />Exhibit 4.6-21. West Ridge exemptions are on Exhibit 4.6-17, <br />Center Ridge on Exhibit 4.6-23, and Exhibit 4.6.2 depicts <br />exemptions for the Moffat Area. <br />B. Sedimentation Ponds <br />Stipulations 1 and lc of the January 14, 1987 Findings Document <br />were as follows: <br />Stipulation No. 1 <br />The permittee must submit to MLRD the designs for the Moffat <br />Area sediment ponds at least six months prior to construction, <br />and receive approval for the proposed design before commencing <br />construction of the ponds or mining in the Moffat Area. These <br />designs will reflect current regulatory design criteria, and <br />approval will be contingent on information demonstrating that <br />the ponds' outflow will meet effluent limitations. <br />Stipulation No. lc <br />The applicant shall submit design data for each of the Moffat Area <br />sedimentation pond inflow ditches. This information shall include <br />evidence that ditch slopes will provide positive drainage to the <br />ponds with acceptable velocities. The information should also <br />demonstrate that berms to be constructed will not significantly <br />impound water. <br />These issues were resolved with the approval of Permit Revision Ol, <br />which was approved on May 12, 1990. The permit revision changed <br />the direction of mining in the Moffat Area, resulting in improved <br />ditch slopes and allowing all Moffat Area surface runoff to be <br />treated Tn one sedimentation pond. <br />The Division proposes to approve the submittal of pond <br />self-inspection reports required by Rule 4.05.6(13) on other <br />than a quarterly basis. Report submittal shall be for the <br />second and third quarters of each year only, due to winter <br />snowcover. <br />C. Surface and Ground Water Monitoring <br />The applicant will conduct monitoring of ground water in a <br />manner approved by the Division. The ground water monitoring <br />plan is as follows: <br />Water level measurements will be taken at Trout Creek alluvial <br />wells TR-1.5, TR-3; and TR-4; Moffat Area wells <br />-18- <br />
