Section 3.5.3.1. <br />The operation is in compliance with the requirements of this <br />section. <br />B. Access Roads <br />Alternative criteria and specifications were used during the <br />design of the Goat Trail access road. The road was designed <br />and constructed prior to August 3, 1977. A variance in <br />reclamation requirements was necessary for the road due to <br />its extreme gradient and steep cut and fill embankments. At <br />the end of the mining, the road will be scarified and seeded <br />only. Additional information is located in Volume 8, <br />Section 3.5.6 (4.03.2(1>(e)). <br />2. The landowner has requested the retention of access roads <br />depicted on Maps No. 3.5-1, Sheets 1 and 2. Skyline Drive, <br />West Ridge Road, and the North Access Road will remain as <br />permanent structures. Skyline Drive provides access to the <br />Routt County landfill and to the D&RGW communication <br />facilities. The North Access and West Ridge Roads are <br />necessary to provide all weather access from county roads to <br />lands within the permit boundary. Their retention is <br />compatible with the approved post mining land use of <br />rangeland. Therefore the Division proposes to approve <br />retention of these access roads (4.03.2(1)(f)). <br />II. Hydrologic Balance - Rule 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />The Division granted a small area exemption from use of <br />sediment ponds due to the limited size of the area and due to <br />the fact that ponds and treatment facilities are not <br />necessary for the drainage to meet the effluent limitations <br />of Rule 4.05.2 and applicable State and Federal water quality <br />standards for receiving streams and also due to the fact that <br />no mixing of surface drainage with a discharge from <br />underground workings will occur. The small areas to be <br />exempted are as follows: <br />a) The south end of the railroad tracks from the permit <br />boundary north to the hopper. <br />b> The small area north of Tipple Pond No. 4. <br />_17_ <br />
