Due to large, intense precipitation, the steep <br />grade of the terrain, and the preponderance of soils with slow infiltration <br />characteristics, this design is preferable. This alternative design will in no <br />way increase the potential for erosion. (4.03.2(4)(e)(v)) <br />The Division approves permanent retention the section of access road from the <br />Jeff Canyon haul road to the office area. This short section of access road links <br />the Lorencito Canyon haul road to the existing road running up Lorencito <br />Canyon. Access to the property is used by the landowner and a variety of <br />others including, but not limited to, coal bed methane contractors, lumber <br />interests, and hunters. Cuts and fills are blended to conform to the natural <br />topography and constructed crossing eliminate fording of Lorencito Creek. <br />The Division approves retention of this section of access road. (4.03.2(1)(f)) <br />3. The designs of all proposed access roads have been certified by an <br />appropriately qualified engineer. The designs are based on geometric criteria <br />appropriate for the anticipated volume of traffic and weight and speed of <br />vehicles proposed. <br />4. All access roads will be located on ridges or on the most stable slopes to <br />minimize erosion. No part of any access road is located in the channel of an <br />ephemeral stream draining a watershed of at least 1 square mile, or in the <br />channel of intermittent or perennial streams, except at crossings. <br />5. Access roads have been designed in accordance with the regulatory <br />requirements pertaining to vertical alignment, horizontal alignment, width, <br />road cuts, and embankments. <br />6. Access road have been designed in accordance with the regulatory <br />requirements pertaining to drainage, surfacing and maintenance. <br />C. Light-Use Roads <br />Light-use roads are discussed in the permit application beginning on page 2.05-29 <br />and are shown on Map 2.05.3-1. Pre-existing light use roads will be left intact in <br />their existing condition following mining. Light use roads constructed dwing <br />mining will be reclaimed in the same manner as access roads upon completion of <br />mining. <br />II.
