2. The Division approves the retention of all haul roads depicted on Map No. <br />2.05.3-1 as they are compatible with the approved post-mining land use, and a <br />request for its retention was submitted by the landowner. This request can be <br />found in Exhibit 17 of the permit application. All of the haul roads <br />constmcted as of October 2003 utilized pre-existing road disturbances. The <br />mnning surfaces will be reduced from 50 feet to 15 feet in the final <br />configuration. The portion to be reclaimed will be ripped, topsoiled, reseeded <br />and mulched. Cuts and fills will be blended to conform to the natural <br />topography prior to topsoiling and installed crossings will be removed. <br />(4.03.1(1)(fl(I)) <br />The Division approves a temporary ford of an ephemeral or intermittent <br />stream during the constmction period since it will not alter normal water flow, <br />contribute sediment, or adversely affect fish or wildlife. (4.03.1(2)(c)) <br />4. The design of the two haul roads, Lorencito Canyon haul road and Jeff <br />Canyon haul road have been certified by an appropriately qualified engineer. <br />The designs are based on geometric criteria appropriate for the anticipated <br />volume of traffic and weight and speed of vehicles proposed. <br />5. All haul roads will be located on ridges or on the most stable slopes to <br />minimize erosion. No part of any haul road is located in the channel of an <br />ephemeral stream draining a watershed of at least 1 square mile, or in the <br />channel of intermittent or perennial streams, except at culverted or bridged <br />crossings. <br />6. Haul roads have been designed in accordance with the regulatory requirements <br />pertaining to vertical alignment, horizontal alignment, width, road cuts, and <br />embanlanents. <br />7. Haul roads have been designed in accordance with the regulatory requirements <br />pertaining to drainage, surfacing and maintenance. <br />B. Access Roads <br />Access roads are discussed beginning on page 2.05-26 of the permit application and <br />shown on Map 2.05.3-1. The only access road at this site is beginning from the <br />intersection of the Jeff Canyon haul road with the Lorencito Canyon haul road and <br />ending at the office area. <br />Alternative criteria and specifications were used during the design of access <br />roads. The Division following an analytical demonstration that the roads will <br />be environmentally sound and reclamation can be achieved proposes these <br />criteria and specifications for approval. The proposed criteria and <br />specifications pertain to access road drainage structures. A combination <br />culvert and concrete ford maybe used to pass the 2-year/24-hour and the 10- <br />14 <br />
